Systems Analyst 3

The Systems Analyst 3 serves as the Technical Oversight Analyst within the State Agency’s Fiscal Management Statewide Fiscal Systems team. This senior consultative role provides advanced technical assistance and rigorous quality oversight for the Centralized Accounting and Payroll/Personnel System (CAPPS) Program, which includes HR/Payroll, Financials, STARR, and ancillary platforms. The analyst ensures that all deliverables, configurations, and code migrations provided by the Managed Services vendor conform to established agency coding standards, security baselines, and the System Development Lifecycle (SDLC). Additionally, this position maintains the agency's ITIL-compliant service desk platform and acts as a primary technical gatekeeper for enterprise system integrity.

• This role provides advanced technical assistance and rigorous quality oversight for the CAPPS Program.

Responsibilities

• Provide technical and functional oversight for vendor design walks, evaluating upstream/downstream dependencies, system workflows, and ERP design-fit.
• Review developed code for requirement compliance and validate rigorous code comparisons prior to production environment migration.
• Oversee the administrative configuration, API integrations, and advanced troubleshooting for the ITIL-compliant BOSSDesk Service Desk application.
• Execute Level 2 Service Desk duties, driving complex ticket handling, in-depth root cause analysis, and production batch/interface failure mitigations.
• Ensure all digital products, code, and content adhere strictly to WCAG 2.1 accessibility compliance standards.
• Manage cyclic baseline distribution and quarterly auditing attestations across multiple state agencies and Hub instances.
• Actively participate in Major Incident Management (MIM) for P1/P2 incidents, Disaster Recovery testing, and annual SOC-1 attestation control audits.

Qualifications

• Public Sector Enterprise Expertise (10+ Years): Extensive experience directly working for or supporting a state government agency.
• PeopleSoft & Database Ecosystem (10+ Years): Advanced technical mastery of PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11g or higher.
• Central ERP Infrastructure (10+ Years): Proven technical project management and production deployment support experience across an enterprise footprint of more than 100 agencies and multiple Hub instances.
• Vendor Accountability & Integration (10+ Years): Strong track record translating contract language into daily technical workflows and holding managed services vendors accountable to deliverables.
• Strategic Roadmapping & Presentations (10+ Years): Demonstrated ability to define complex technical roadmaps and deliver clear technical summaries to executive leadership and user groups.
• ITIL Service Desk Frameworks (8+ Years): Practical experience managing IT service desk functions, incident tracking, and asset management processes.
• BOSSDesk Administration (3+ Years): Full functional and technical support experience with BOSSDesk or an equivalent enterprise ITIL-compliant ticketing application.
• Logistical Compliance: Willingness to pick up and return computing equipment in person at the Austin, TX headquarters during onboarding/offboarding, and commit to 10 hours of annual professional training on personal time.

• Preferred Skills
• 10 years of experience executing technical production support for legacy Statewide Financial Systems.
• 10 years of experience compiling highly structured technical specifications to guide enterprise IT procurement processes.
• 10 years of experience applying software and hardware configuration management industry best practices.
• Familiarity with national information security frameworks, such as NIST standards.
