The Energy Facility Siting Division implements the policy established in ORS 469.310, which is to balance the importance of, and need for, large-scale energy generation, transmission, and storage facilities against the potential impacts of those facilities to the built and natural environments, as well as other important state resources. The siting of these facilities is done through an interdisciplinary analysis of the environmental, regulatory, and technical aspects of proposed energy facilities in an open and inclusive public process to ensure compliance with Oregon’s siting standards.

What You Will Be Doing

The purpose of this position is to review site certificate applications and site certificate amendment requests and make recommendations on compliance with Oregon’s energy facility siting rules and regulations to the Energy Facility Siting Council.

This position is eligible for a hybrid remote work schedule. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon on the first Tuesday of every month. The incumbent will also be expected to work at the central workplace for pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed. This position will also require the incumbent to travel to meetings across the state of Oregon.

What We Are Looking For

  • A Bachelor’s degree in a scientific, engineering, planning, public policy or a closely related field, AND Four years of professional-level work experience in science, engineering, environmental impact analysis, energy regulation, regulatory permitting, planning, or public policy analysis.
  • OR-
  • Seven years of work experience in any of the above fields; four of which must have been at the professional level. A Master’s degree in a field relevant to the position will substitute for one year of the professional level work experience. A Doctorate or Juris Doctorate in a field relevant to the position will substitute for two years of the professional level work experience.

The most successful candidate will also have the following skills, experience, and background:

  • Experience in, or assisting in the review, evaluation, and analysis of technical documents, such as application materials, environmental studies, and regulatory compliance reports, including providing and receiving feedback.
  • Proficiency in preparing findings and conclusions that meet legal and regulatory standards, ensuring completeness, accuracy, and alignment with siting rules and standards.
  • Background in supporting the development of policies, rules, and procedures in alignment with organizational or regulatory goals.
  • Experience analyzing legislative impacts and providing recommendations for policy modification, including the development of new rules when necessary.
  • Proven ability to represent an organization at public meetings as a technical expert.
  • Skilled in presenting complex technical data clearly and effectively to diverse audiences.
