Senior Budget Analyst

Our client was recently awarded a new contract and is seeking a Senior Budget Analyst to play a critical role to provide end-to-end Planning, Programming, Budget, and Execution (PPBE) lifecycle support for the Office of the Secretary of War (OSW). The ideal candidate will have at least six years of DoD/DoW budget experience that spans across the PPBE life-cycle. This role requires an active or interim DoW Secret clearance. This role is onsite at the Pentagon.

Desired Skills & Experience:

• U.S. Citizen with an active or interim DoW Secret clearance; no new sponsorship available.
• Bachelor’s degree in Business or related field required.
• 6+ years of DoD/DoW PPBE experience across multiple phases of the PPBE lifecycle; multi-Service experience preferred.
• 3+ years of Planning & Programming experience, including hands-on POM development, Issue Papers, Program Elements, and programmatic analysis.
• 3+ years of Budget Formulation & Execution experience, including PRs, POs, and complex spend plans; DAI experience preferred.
• Advanced Excel and data-analysis skills, including pivot tables, nested formulas, and large datasets; SQL, Python, R, Databricks, Jupiter/Advana, or Qlik experience preferred.
• Strong analytical, problem-solving, and executive communication skills, with the ability to communicate complex financial information to senior leaders.

Key Responsibilities:

• Provide end-to-end PPBE lifecycle support for OSW, DoD Components, and Military Departments.
• Support Planning & Programming, including POM development, Issue Papers, Program Elements, and programmatic analysis.
• Support Budget Formulation & Execution, including budget estimates, financial projections, funding profiles, and Congressional requirements.
• Execute budget activities, including PRs, POs, complex spend plans, allocations, realignments, transfers, and reprogramming.
• Develop financial models and scenario-based analyses; monitor execution and recommend corrective actions.
• Prepare financial reports, executive briefings, visual storyboards, and decision-support materials for senior leadership.
