We are seeking a Senior Business Analyst (10+ years experience) for the Ministry of Public and Business Service Delivery and Procurement (Ontario Public Service) to lead business analysis for I&IT initiatives, assess client business problems/opportunities, and document requirements that drive I&IT solution design. This is a hybrid role with 3 days in office at 40 St Clair Ave West, Toronto, ON.

Must‑Have Requirements

  • 10+ years of experience as a Business Analyst.
  • Lead and conduct business analysis to:
  • Assess client’s business problems/opportunities
  • Document business requirements in such a way that I&IT solutions can be determined
  • Experience working in an Agile project environment.
  • Nice To Have

OPS (Ontario Public Sector) experience.

Key Responsibilities

  • Provide a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  • Interact with business stakeholders and subject matter experts to:
  • Understand their requirements
  • Gather, document, and analyze business needs and requirements
  • Prepare and advise on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the organization.
  • General Skills

Lead and conduct business analysis to:

  • Assess client’s business problems/opportunities
  • Document business requirements so that I&IT solutions can be determined
  • Lead and conduct business analysis at varying levels of detail appropriate to the project and phases, aligning with:
  • OPS Unified Project Management Methodology
  • OPS Standard Systems Development Methodologies
  • Develop strategies, prepare business cases and cost‑benefit analysis, and conduct feasibility studies for business I&IT initiatives.
  • Develop sound processes for requirements gathering, including but not limited to:
  • JAD sessions
  • Interviews
  • Mock‑ups
  • Conduct:
  • Business modelling
  • Use case modelling
  • Conceptual and logical data modelling
  • Process and data flow modelling
  • Use case surveys
  • Business rules definition
  • Non‑functional requirements definitions for assigned projects
  • Monitor progress, resolve problems, and report regularly to I&IT management and stakeholders.
  • Experience developing strategies, conducting requirements gathering, developing documentation (including presentations and briefing notes), and conducting stakeholder engagement.
  • Experience using Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
  • Excellent analytical, problem‑solving, and decision‑making skills.
  • Strong verbal and written communication, interpersonal, and negotiation skills.
  • A team player with a track record for meeting deadlines.
  • Desirable Skills
  • Experience using information retrieval packages.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
  • Experience with a wide range of methods, tools, and techniques for business analysis, such as:
  • Business functional modelling
  • Business event modelling
  • Business process mapping
  • Experience with structured, object‑oriented, and agile methodologies for user requirements.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Experience & Skill Set Requirements

Lead and conducts business analysis to assess client’s business problems/opportunities and documents requirements for I&IT solutions (40%)

Defining/Clarifying requirements to:

  • Clarify ambiguities
  • Ensure stories are well‑defined, prioritized, and ready for development
  • Supporting the Product Owner as a bridge between the product owner and development team.
  • Participating in backlog refinement:
  • Prioritize tasks
  • Ensure alignment with business objectives
  • Support stakeholder communication:
  • Keep stakeholders informed on progress, changes, and issues.
  • Experience with working in an Agile project environment (30%)

Participate/Lead Sprint Ceremonies including:

  • Sprint Planning
  • Daily Stand‑ups
  • Sprint Reviews
  • Sprint Retrospectives
  • Validate Deliverables:
  • Ensure developed features meet business needs and acceptance criteria.
  • Assist in user acceptance testing (UAT) or review use cases.
  • Experience with public sector activities including information, workflows and approvals related to permitting, inspections, incidents, and legal actions (20%)
  • Experience working with business area stakeholders and IT staff to:
  • Review business needs
  • Perform requirements elaboration
  • Document current state and future state
  • Experience with data analysis to uncover insights into current use of key business functions, connecting to and querying Oracle databases.
  • Experience with tools like DevOps for backlog management and documenting requirements (10%)
