Navy ERP Financial Systems Analyst

Position Overview

We are seeking an experienced Navy ERP Financial Systems Analyst to serve as a primary liaison between Command Comptroller/Finance leadership and the Navy ERP technical community. In this role, you will deliver functional and technical expertise across core SAP-based Navy ERP modules, including Finance (FI), Funds Management (FM), Controlling (CO), Sales and Distribution (SD), Project Systems (PS), and Asset Management (AM).

The ideal candidate brings deep operational knowledge of DoD financial operations, Navy Line of Accounting (LOA) structures, master data architecture, and end-to-end transaction reconciliation spanning both General Fund and Working Capital Fund (WCF) environments.

Key Responsibilities

Master Data Management & System Governance

Act as the direct functional liaison with comptroller personnel to create, validate, and maintain financial master data (Cost Centers, Funds Centers, Subheads, and Local Customer Masters).

Maintain CO Master Data and manage location updates within the T499 table, coordinating between Officer Programmed Authorizations (OPAs) and the Navy ERP Tier 3 Asset Management (AM) office.

Monitor and maintain Cost Center-to-OPA/Personnel Number relationship queries to ensure data integrity.

Identify Fiscal Year-dependent master data (e.g., Fund structures) and collaborate with the Navy ERP Program Office to configure annual Derivation Rule and Budget Validation Tables.

Support command organizational restructuring by leading master data activation/deactivation, organizational design alignment, and project schedule tracking.

Transaction Reconciliation & Pre-Validation Operations

Lead financial data reconciliation, cleansing, and validation to ensure full audit readiness and data integrity across internal and external Navy ERP reports.

Research and resolve complex Accounts Payable (A/P) and Accounts Receivable (A/R) discrepancies, including Daily Expenditure File (DDEF) Unmatched Transactions (UMTs) and Sales Order errors.

Troubleshoot and clear 1.0 Externally Entitled Denials across feeder and entitlement systems, including Mechanization of Contract Administration Services (MOCAS) and Standard Accounting and Reporting System (STARS) One Pay routing through the Accounting Pre-Validation Module (APVM).

Cost Accounting & Financial Close

Monitor, analyze, and correct Undistributed Labor Errors and maintain cost allocation models across all supported Business Areas.

Provide dedicated Labor Cost Accounting support across General Fund and Defense Working Capital Fund accounts.

Support comprehensive Month-End and Fiscal Year-End close processes, coordinating transaction cutoffs and account reconciliations.

Incident Management & Process Documentation

Track, manage, and resolve functional finance tickets within the Naval Help Desk Service Management (NHDSM) system and Application Lifecycle Management (ALM) tool.

Author and update high-quality Standard Operating Procedures (SOPs), desktop guides, and deliverable artifacts adhering to Enterprise Business Office (EBO) formatting guidelines.

Performance Standards & Service Level Agreements (SLAs)

Ticket Governance: Maintain and update status notes in SNAP and/or ALM within 24 hours of receipt or status change.

Deliverable Quality: Deliver all EBO-mandated project deliverables on or before due dates, resolving identified deficiencies within designated rework windows.

Knowledge Management: Produce standardized SOPs and desk guides capturing all core workflows to ensure continuity of operations.

Required Qualifications

Experience: 10+ years of progressive financial management, accounting, or systems analysis experience within the Department of the Navy (DoN) or Department of Defense (DoD).

System Expertise: Hands-on experience working in Navy ERP (SAP environment) across multiple modules (FI, FM, CO, SD, PS, AM).

DoD Financial Systems: Working knowledge of DoD entitlement and accounting feeder interfaces (MOCAS, STARS One Pay, APVM, DDEF).

Data Management: Proven experience in Line of Accounting (LOA) derivation, master data lifecycle management, and financial reconciliation.

Communication: Ability to bridge technical system requirements with comptroller-level financial operations.

Preferred Qualifications

Bachelor’s degree in Accounting, Finance, Information Systems, or a related field.

Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM).

Direct experience supporting Navy Enterprise Business Office (EBO) initiatives and Tier 3 resolution workflows.
