About The Role
The Budget Execution Specialist at Goldbelt Glacier will play a critical role in providing financial and budget execution support for federal facilities management programs. The successful candidate will be responsible for managing the distribution, obligation, expenditure, reconciliation, tracking, and reporting of federal appropriated funds, ensuring strict compliance with federal financial management policies. This position requires close collaboration with program managers, budget offices, acquisition teams, and financial stakeholders to facilitate the effective execution of annual budgets and related funding activities. The role involves analyzing financial data, preparing reports, supporting contract and funding actions, and ensuring the smooth operation of financial processes throughout the fiscal year. Remote work may be authorized, with a preference for candidates to conduct duties from Albuquerque, NM, or Reston, VA, based on operational needs and security considerations.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field; equivalent relevant experience may be considered
- Minimum of five (5) years of federal budget execution, budget analysis, financial management, or related experience
- Experience supporting federal appropriated funds, including obligations, expenditures, and fund tracking
- Proficiency in preparing financial reports, analyses, spreadsheets, and budget status reports
- Advanced skills in Microsoft Excel, including pivot tables, formulas, and data analysis
- Strong analytical and problem-solving abilities
- Excellent written and verbal communication skills
- Ability to obtain and maintain required federal suitability or background investigation
- Must be a United States citizen
- Successful completion of a federal background investigation
Responsibilities
- Support the planning, tracking, analyzing, and executing of funding for federal programs
- Utilize industry and government standards such as FAR, DFAR, JTR, FIRMR, and DoD5000 for contract and financial management
- Provide contract execution support, including processing purchase orders and task orders through various contracting and financial offices
- Populate and maintain financial data within executive presentations and reports
- Track fund execution, including commitments, obligations, unobligated balances, and expenditures
- Assist in formulating strategic financial plans, including cost estimates and lifecycle budgets
- Prepare financial briefings, exhibits, and reconciliations related to funding commitments and obligations
- Develop and maintain spreadsheets and documentation supporting financial data calls and fund analysis
- Monitor obligations, expenditures, allocations, and fund distributions to ensure accuracy and timeliness
- Maintain and update operating and spend plans, along with financial tracking reports
- Support reconciliation and closeout activities for Undelivered Orders (UDO)
- Assist with financial management activities related to contracts, agreements, and interagency funding
- Generate recurring and ad hoc financial reports for leadership review
- Analyze budget execution data to identify risks and provide recommendations for mitigation
- Coordinate with acquisition, budget, finance, and program offices on funding actions
- Support budget formulation and execution activities throughout the fiscal year
- Ensure compliance with all applicable federal financial policies and procedures
