- Position Overview
- We are seeking an experienced Business Analyst / Change Management Analyst to support the FAS Design, Development, and Implementation (DDI) project and other ongoing DDI initiatives within the Change Management Office.
- This role will be responsible for managing and coordinating a high volume of project deliverables, requests, design documents, and MES Operations & Maintenance (O&M) deliverables. The selected candidate will ensure deliverables are properly received, reviewed, logged, tracked, version-controlled, stored, and routed to the appropriate Subject Matter Experts (SMEs), Project Managers, vendors, and internal technical teams for review and next steps.
- This is not an administrative support role. The ideal candidate must have strong Business Analysis, Change Management, IT project coordination, stakeholder management, analytical, and documentation management skills, along with a solid understanding of common IT project artifacts and the Systems Development Life Cycle (SDLC).
- Key Responsibilities
- Support Design, Development, and Implementation (DDI) projects within the Change Management Office.
- Manage and coordinate deliverables associated with the FAS DDI project and other MES-related initiatives.
- Process and track a high volume of project requests, deliverables, approvals, and rejections.
- Review incoming deliverables and ensure they are properly logged, documented, tracked, and routed to appropriate stakeholders.
- Coordinate the review and approval process between vendors, SMEs, Project Managers, internal development teams, and other contracted organizations.
- Process and manage MES Operations & Maintenance (O&M) requests and deliverables.
- Maintain accurate tracking logs, databases, project documentation repositories, and deliverable inventories.
- Ensure project documentation is properly stored, organized, and maintained using established version control and document management processes.
- Act as a central point of coordination for project deliverables and documentation.
- Serve as a program/project documentation librarian, ensuring project artifacts are correctly filed, versioned, and easily accessible.
- Track deliverable status and follow up with SMEs, vendors, Project Managers, and other stakeholders to ensure timely completion of reviews and approvals.
- Generate recurring and ad hoc project status reports, deliverable reports, and tracking metrics.
- Respond to project-related inquiries from management, project teams, and other stakeholders.
- Collaborate with the Project Management Office (PMO), Information Management teams, SMEs, vendors, and internal technical teams.
- Work directly with vendors supporting modules and products within the Medicaid Enterprise System (MES).
- Support change management workstreams and coordinate related project activities.
- Partner with Program and Project Management teams to ensure awareness and readiness for releases prior to deployment.
- Apply structured Change Management methodologies and processes to support project implementation activities.
- Identify, document, and communicate project dependencies, risks, issues, and deliverable status.
- Develop and maintain strong working relationships with cross-functional stakeholders.
- Serve as a key liaison between the Change Management team, IT teams, project teams, SMEs, and external vendors.
- Participate in activities throughout all phases of the Systems Development Life Cycle (SDLC).
- Required Skills and Qualifications
- Experience as a Business Analyst, Change Management Analyst, Project Analyst, or similar IT project-focused role.
- Strong experience supporting large-scale IT projects or enterprise system implementations.
- Experience managing and coordinating project deliverables, requests, approvals, documentation, and tracking processes.
- Strong understanding of common IT project artifacts, including:
- Design Documents
- Requirements Documentation
- Test Plans
- Test Cases
- Work Plans
- Project Plans
- Release Documentation
- Implementation Documentation
- Experience with document management, version control, and deliverable tracking.
- Strong understanding of the Systems Development Life Cycle (SDLC).
- Experience working with:

- Business Stakeholders
- Subject Matter Experts (SMEs)
- Technical Teams
- Vendors
- PMO Organizations
- Strong analytical, organizational, and problem-solving skills.
- Excellent verbal and written communication skills.
- Ability to manage a high volume of deliverables and competing priorities.
- Strong stakeholder and relationship management skills.
- Ability to work independently in a remote environment while collaborating effectively with distributed teams.
- Preferred Qualifications
- Experience supporting Medicaid Enterprise Systems (MES) or other healthcare/public-sector enterprise systems.
- Experience with Design, Development, and Implementation (DDI) projects.
- Experience supporting Operations & Maintenance (O&M) activities.
- Experience working with government agencies or large public-sector IT programs.
- Experience with enterprise document repositories and collaboration tools.
- Knowledge of formal Change Management methodologies.
- Experience supporting large, multi-vendor technology environments.
