Technology and Human Rights Policy Analyst-540174

Under this task order, the contractor will work directly with the DRL/ONR office, U.S. Department of State (DOS) to support its mission to protect and promote human rights globally. The contractor will support ONR's policy work with governments, civil society, multistakeholder groups, and multilateral forum, as well as multinational corporations, to protect human rights in line with international standards and U.S. interests. The analyst supports policy formulation and diplomacy and contributes to internal department and interagency discussions to promote human rights and democracy priorities aligned with the Administration's national security goals. The analyst manages policy discussions within the Department, in the interagency, with other governments and multilateral institutions as well as with civil society and other non-governmental organizations.

The contractor would play a key role in contributing to the office's policy and operational work.. The officer supports policy formulation and diplomacy and contributes to internal department and interagency discussions to promote human rights and democracy priorities aligned with senior Bureau and Department leadership and the Administration's national security goals. Duties include monitoring and analyzing human rights developments and trends; providing expert analysis and policy guidance; coordinating within the Department and inter-agency to seek alignment on these policy areas; cultivating relationships with external experts and civil society groups; developing relationships with foreign interlocutors; and identifying unique and impactful ways to advance U.S. leadership on these issues at home and abroad utilizing our oversea missions. Work will also include policy research, writing, and other assignments, including drafting documents, drafting written communications, and advising, briefing, and otherwise engaging relevant interlocutors within the State Department, the U.S. government interagency, industry, and civil society organizations. The contractor will work on a team consisting of civil and foreign service officers. The contractor will report to the ONR Deputy Director.

Duties:

• Provide policy and technical guidance to ONR's Tech for the Common Good Team. Responsible for managing strategic engagements, supporting public diplomacy efforts, tracking issues, initiatives, and policy developments related to issues surrounding Internet freedom, emerging technology and Artificial Intelligence, and the protection of human rights online and offline, including around surveillance, spyware, and the targeting of civil society advocates for their work in the digital sphere. Raise awareness about these trends, and developments through engagement with other Department offices, embassies abroad, the interagency, civil society, think tanks and industry, and feed into relevant reports
• Provide policy and technical guidance on the human rights considerations around technology and human rights, including but not limited to international standards, and commercially available spyware and other surveillance issues. Monitors and analyzes developments in this space; provides expert analysis and policy guidance; coordinates within the Department and inter-agency to seek alignment on these policy areas; cultivates relationships with external experts; and identifies unique and impactful ways to advance U.S. leadership
• Leads the Team's policies and diplomatic engagement around issues pertaining to export controls and emerging technology, including human rights considerations around surveillance and commercial spyware. Monitors and analyzes developments in this space; provides expert analysis and policy guidance; coordinates within the Department and inter-agency to seek alignment on these policy areas; cultivates relationships with external experts; and identifies unique and impactful ways to advance U.S. leadership
• Foster and collaborate with a network of contacts and experts in foreign governments, academia, civil society, the private sector, and the interagency that examine emerging technology and human rights
• Participate in and represent the U.S. government in human rights, business, and tech fora including, for example: Freedom Online Coalition, RightsCon, the Internet Governance Forum, UN Cybercrime, the UN Forum on Business and Human Rights, and other relevant multistakeholder and multilateral forums and initiatives
• Brief and prepare materials for Bureau leadership when engaging on issues described above; Draft public communications, including speeches, articulating policy approach
• Other duties as assigned
