- The Texas Comptroller of Public Accounts is seeking an experienced Systems Analyst 3 to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The analyst will serve as a senior functional expert for CAPPS HR/Payroll, providing advanced consulting, system configuration, support, compliance management, and strategic guidance across statewide ERP operations. The role requires extensive expertise in Oracle PeopleSoft HCM 9.2, Texas state HR policies, payroll processes, security, and enterprise application support.
- Key Responsibilities
- CAPPS HR/Payroll Functional Leadership
- Serve as the primary functional expert for CAPPS HR/Payroll modules.
- Support Workforce Administration, Payroll Interface, Commitment Accounting, Time & Labor, TAM/CG, and HR Security.
- Interpret and apply Texas state statutes, HR policies, and federal labor regulations.
- Provide functional support to agencies utilizing CAPPS HR/PY systems.
- System Configuration & Design
- Create and review Functional Design Documents (FDDs).
- Configure PeopleSoft delivered features including:
- Page and Field Configurator
- Event Mapping
- Drop Zones
- Page Composer
- Configure job codes, positions, departments, compensation structures, workflows, and security settings.
- Develop PS Queries and SAP Business Objects reports.
- FMLA Compliance & HR Policy Management
- Act as Subject Matter Expert for Family Medical Leave Act (FMLA) compliance.
- Configure leave plans and entitlements.
- Ensure integration between HR, Payroll, and Time & Labor modules.
- Support compliance reporting and auditing activities.
- Workflow & Security Administration
- Manage Approval Workflow Engine (AWE).
- Configure workflow routing, notifications, user roles, and approval hierarchies.
- Maintain PeopleSoft security and row-level access controls.
- Ensure compliance with NIST standards and multi-tenant security requirements.
- Technical Support & Integration
- Support:
- Application Designer
- Integration Broker (REST/SOAP)
- SQL and SQR development
- BI Publisher
- SAP Business Objects
- Monitor and troubleshoot batch jobs and RMJ processes.
- Support integrations and data synchronization activities.
- Operational Support
- Provide Level 2 Service Desk support.
- Participate in Major Incident Management (P1/P2 incidents).
- Coordinate annual Disaster Recovery exercises.
- Support fiscal year-end and calendar year-end processing.
- Assist with upgrades, testing, and system enhancements.
- Collaboration & Project Leadership
- Gather business requirements and support enhancement projects.
- Coordinate with agencies, policy teams, vendors, and executive stakeholders.
- Deliver executive presentations and user-group training sessions.
- Mentor junior analysts and provide cross-training.
- Required Skills & Experience
- Mandatory Experience
- 15+ years of knowledge of Texas state HR policies and federal labor laws.
- 15+ years of PeopleSoft technical expertise including:
- Application Designer
- Integration Broker
- SQL/SQR
- BI Publisher
- SAP Business Objects
- 12+ years of PeopleSoft system configuration and security administration.
- 10+ years supporting PeopleSoft HCM 9.2 CAPPS HR/Payroll environments.
- 10+ years supporting large-scale Texas state government agency networks.
- 10+ years of project coordination, fiscal year-end processing, and service desk support.
- 10+ years participating in Disaster Recovery and Major Incident Management processes.
- 8+ years of FMLA configuration and compliance expertise.
- Strong experience with:

- Education & Certifications
- Bachelor's degree in Information Systems, Computer Science, Business Administration, or related field preferred.
- ITIL certification preferred.
- PeopleSoft certifications are a plus.
