POSITION OVERVIEW

The Product Owner, Data & Reporting is responsible for leading the delivery and continuous improvement of reporting and data capabilities across Changent Programs. Working within defined strategic direction, this role ensures reporting solutions are effective, scalable, and aligned with program, operational, and organizational needs while balancing usability, data quality, stakeholder needs, and system constraints.

Operating across a complex ecosystem of internal systems, business platforms, enterprise reporting tools, and evolving program needs, the Product Owner partners closely with program leadership, engineering, support teams, and other internal stakeholders to ensure reporting and data solutions are reliable, adaptable, and practical for real-world use. Success in this role requires strong systems thinking, sound judgment, clear decision-making, and the ability to manage complexity across stakeholders and platforms.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • 40% | Reporting Strategy & Delivery
  • Define and manage the roadmap for reporting capabilities across our programs.
  • Translate program and operational needs into clear, actionable reporting requirements and priorities.
  • Manage the reporting product lifecycle, including prioritization, user acceptance testing, release planning, and continuous improvement.
  • Anticipate and plan for evolving reporting needs, including changes to program measures, funding requirements, operational processes, and business priorities.
  • Evaluate competing needs and recommend priorities based on business value, stakeholder needs, data quality, technical feasibility, and available capacity.
  • Partner with internal stakeholders to ensure reporting solutions support intended program and business outcomes.
  • Monitor reporting usability, adoption, reliability, and data quality to identify risks, gaps, and opportunities for improvement.
  • 30% | Data Systems Alignment & Reporting Readiness
  • Collaborate with program and internal teams to define and refine data requirements that support accurate and effective reporting.
  • Define data capture requirements for forms, workflows, business rules, and source systems to support downstream reporting and analytics.
  • Assess the impact of upstream system, process, or program changes on reporting outputs and data quality.
  • Identify data gaps, inconsistencies, and dependencies that may affect reporting reliability and partner with appropriate teams to address them.
  • Support ecosystem and platform transitions involving Salesforce and other business systems by identifying reporting dependencies and readiness requirements.
  • Align reporting and data initiatives with organizational priorities and established data governance expectations.
  • Identify opportunities to improve data quality, reporting readiness, system alignment, and operational efficiency.
  • Communicate dependencies, risks, progress, and recommendations clearly to technical and non-technical stakeholders.
  • 30% | Product Ownership, Delivery Support & Change Readiness
  • Own and manage backlog items in Azure DevOps, ensuring work is clearly defined, appropriately prioritized, and progressing through the delivery lifecycle.
  • Develop clear requirements, user stories, acceptance criteria, business rules, and supporting documentation for engineering and quality assurance teams.
  • Partner with engineering and quality assurance throughout the Software Development Lifecycle to clarify requirements, resolve questions, and support delivery.
  • Coordinate cross-functional activities and dependencies necessary to move reporting and data solutions from definition through release.
  • Validate delivered solutions against business requirements, acceptance criteria, and expected outcomes.
  • Partner with Support teams to review trends, recurring questions, and systemic issues that may indicate opportunities for improvement.
  • Gather and evaluate feedback from internal teams and implementing partners and translate relevant insights into continuous improvements.
  • Support change readiness by ensuring stakeholders understand reporting changes, impacts, dependencies, and expectations before, during, and after release.
  • Develop and maintain user guidance, reporting logic, business rules, and supporting materials necessary for effective adoption and ongoing support.
  • KNOWLEDGE, SKILLS, & EXPERIENCE
  • Minimum of 3 years of experience in product management, product ownership, systems analysis, business analysis, or related roles.
  • Experience leading reporting, analytics, or data-related solutions in a business environment.
  • Strong understanding of reporting logic, data quality, metrics, and downstream business impact.
  • Demonstrated ability to make decisions and manage tradeoffs in ambiguous or evolving environments.
  • Experience translating business or program needs into product requirements and delivery plans.
  • Experience working with technical teams throughout the software development lifecycle (SDLC), including agile environments.
  • Experience coordinating across technical and non-technical stakeholders.
  • Experience managing multiple priorities while driving work independently.
  • Experience with Microsoft Power BI or similar reporting tools preferred.
  • Experience with Salesforce or similar business platforms preferred.
  • Experience with Azure DevOps or similar work management tools preferred.
  • Basic SQL experience preferred for validating data, troubleshooting issues, and supporting analysis.
  • Familiarity with healthcare, public health, nonprofit, or human services environments preferred.
  • Excellent written and verbal communication skills.
  • Ability to travel up to 10% annually, as needed.

SUPERVISORY RESPONSIBILITIES

This position reports to the Manager, Product Delivery and does not have any direct reports.
