- Position Overview
- Flatter, Inc. is seeking a highly organized, detail-oriented Proposal Coordinator / Business Analyst to support our growing federal business development and proposal operations team. This hybrid role combines proposal coordination, business analysis, opportunity research, compliance management, and process improvement to support strategic growth initiatives across the Department of Defense (DoD), Department of Homeland Security (DHS), and other federal agencies.
- The ideal candidate is proactive, analytical, and passionate about federal contracting. This individual will work closely with proposal managers, capture managers, executives, subject matter experts, and operational leaders to coordinate proposal activities, analyze solicitation requirements, and support the development of winning proposals.
- This position offers a growth path into Proposal Management, Capture Management, or Business Development leadership.
- Key ResponsibilitiesProposal Coordination
- Support the end-to-end proposal lifecycle from solicitation release through submission.
- Develop and maintain compliance matrices.
- Track proposal schedules, milestones, and action items.
- Coordinate content development activities among SMEs, capture managers, and executives.
- Maintain proposal repositories and document libraries.
- Manage version control and document configuration.
- Coordinate color team reviews and consolidate reviewer feedback.
- Monitor solicitation amendments and proposal updates.
- Support final proposal production and submission activities.
- Business Analysis
- Analyze federal solicitations, task orders, RFIs, and Sources Sought notices.
- Summarize proposal requirements and evaluation criteria.
- Conduct agency and mission research.
- Assist with opportunity qualification and pipeline management.
- Perform competitive intelligence and incumbent research.
- Support Price-to-Win and market research efforts.
- Develop customer and opportunity briefings for leadership.
- Process Improvement & Knowledge Management
- Maintain proposal templates, past performance databases, and reusable content libraries.
- Support implementation of AI-enabled proposal development tools and workflows.
- Identify opportunities to improve proposal efficiency, quality, and compliance.
- Assist with development of proposal metrics and reporting.
- Required Qualifications
- Bachelor's degree in Business, Communications, Public Administration, Marketing, English, Management, or related field; equivalent experience may be substituted.
- 2–5 years of experience supporting federal proposals, business development, contracts, or program management.
- Experience working in a deadline-driven environment.
- Strong organizational and project coordination skills.
- Excellent written and verbal communication skills.
- Strong analytical and critical-thinking abilities.
- Ability to manage multiple priorities simultaneously.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams).
- Preferred Qualifications
- Experience supporting federal government proposals.
- Familiarity with DoD, DHS, FEMA, CBP, Air Force, or related agencies.
- Knowledge of federal acquisition processes and FAR requirements.
- Experience with GovWin, Deltek, SAM.gov, CRM, SharePoint, or similar platforms.
- Experience developing compliance matrices and proposal schedules.
- Exposure to AI tools such as ChatGPT, Microsoft Copilot, or Gemini.
- APMP Foundation Certification or willingness to obtain certification within one year.
- Shipley proposal training or equivalent.

- Salary Range
- Target Salary Range: $70,000 - $80,000 annually
- Exceptional candidates with significant proposal experience, APMP certification, federal contracting expertise, and AI-enabled proposal skills may be considered above the target range.
