- Why is this role important?
- The Program Consultant provides advanced knowledge and expertise on the technical and methodological direction of products and services within an assigned portfolio, ensuring recommendations and decisions are informed by the latest industry standards, best practices, and emerging trends. This role facilitates trust and confidence among all partners and stakeholder by anticipating challenges, identifying innovative opportunities, and offering tailored guidance that supports organizational goals and stakeholder needs.
We are seeking a Health Data Modeler to support the development of advanced analytical models that simulate patient pathways of care across a range of clinical conditions, including dementia. This role will focus on designing, implementing, and validating models that inform health system planning, policy, and decision-making. Candidates will have experience in leveraging large integrated datasets to model the use of healthcare services. The successful candidate will be proficient in big data linkage as well as calibration, and validation of microsimulation models. The successful candidate will combine strong programming skills with a deep understanding of health data to generate insights into care trajectories, resource utilization, and outcomes.
- What you'll do
- 1. Provide advice and expertise on the technical and methodological direction of products and services in assigned portfolio while fostering collaboration and knowledge exchange.
- 2. Gather, analyze and synthesize complex research and technical health information to inform strategic advice
- 3. Lead analytics and research and strategies from scoping through delivery: define objectives, design analytical plans, select and implement methods (e.g., regression, time series, clustering, predictive modelling), oversee data preparation and perform complex quantitative and qualitative analyses.
- 4. Engage and advise internal and external stakeholders (jurisdictions, clinicians, Indigenous organizations, vendors, academic and policy partners): gather requirements, co design solutions, lead consultations and promote adoption of products/services .
- 5. Develop, test, document and maintain indicators and metrics following an indicator development cycle; ensure methodological rigor, reproducibility and versioned specifications.
- 6. Translate complex findings into clear deliverables — reports, dashboards, visualizations, presentations, policy briefs and peer reviewed manuscripts — tailored for technical and non technical audiences.
- 7. Oversee data management activities including: data extraction, cleaning, linkage, quality assurance, and preparation for analysis; escalate and mitigate data quality risks.
- 8. Implement quality assurance and reproducibility practices: write and maintain documentation, validate results, create validation scripts, and apply version control and testing frameworks to ensure outputs meet organizational standards and privacy/confidentiality requirements.
- 9. Manage project and product lifecycles: prepare project plans, set milestones, track resources, identify and mitigate risks, coordinate cross functional teams and external partners, and report progress to stakeholders.
- 10. Contribute to business planning and evaluation activities: operational planning, corporate reporting and assessing product impact.
- 11. Draft proposals and briefing notes, and make recommendations aligned with leading research and industry best practices
- 12. Apply and champion responsible data governance and privacy practices, including respect for Indigenous data sovereignty and culturally safe engagement when relevant.
- 13. Provide leadership and guidance to junior staff, and contribute to team learning and methodological development.
- 14. Represent CIHI externally: present at conferences, participate on committees and working groups, and support promotion of CIHI products and services.
- What you'll bring to the table
- • Undergraduate degree in Health Sciences, Epidemiology, Biostatistics, Health Economics, Public Policy, Data Science or related field.
- • Minimum 5 years of relevant experience in advanced analytics, applied health analytics, indicator development, or health policy research.
- • Experience working with large administrative or survey datasets, including knowledge of the strengths/limitations of common data holdings.
- • Demonstrated leadership experience.
- • Experience managing projects and coordinating work in a matrix environment.
- • Experience working with external stakeholders in understanding and responding to their needs.
- • Strong quantitative skills with hands on experience in statistical methods and analytic techniques.
- • Strong written and oral communication skills for diverse audiences.
- • Subject matter expertise in Programming /statistical tools: R, Python, (experience in two or more preferred).
- • Experience with data visualization: Tableau, Qlik, ggplot2/matplotlib, or similar.
- • Reproducibility/version control: Git, scripting for validation and testing.
- • Strong analytical capacity and intellectual curiosity.
- • Excellent ability to form and maintain internal and external strategic partnerships
- • Project and product management with attention to deadlines and deliverables.
- • Clear communication and knowledge translation.
- • Ethical judgement and respect for privacy and data governance.
- • Familiarity with high performance computing or large scale data platforms an asset.
- Additional Requirements
- • Primary locations: Toronto or Ottawa.
- • Occasional travel may be required.
- • Must comply with all CIHI workplace policies, including privacy and confidentiality.
- • Fluency in English is required, bilingualism in both official languages is an asset.
