The Air Force Civilian Service (AFCS) is looking for a full-time Program Analyst, GG-0343-15 mastery knowledge of communication-computer information technology concepts, principles, techniques, etc. to develop highly complex technical and sensitive issues, statements and plans at Concepts, Development, and Management Office in Fort Washington, Maryland.

Base Salary Range: $169, 279 – 197,200

Up to 20 % telework

The primary purpose of this position is: Formulates and supports the administrative analytical and evaluative work related to programs, network operations and planning of operations and organizational efficiency/productivity as applied to aspects of Defense programs, policies and concepts. The position is responsible for efforts incorporating military, civilian and contractor personnel to achieve program objectives that encompass a wide variety of efforts; such as development, modification, integration and determining operational cost efficiency for significant technologies and programs.

This is a designated Drug Testing Position.

Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).

Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

This position is designated as a key position of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to RDT&E projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.

Knowledge of U.S. Mission Partner Environment and BICES programs and capabilities, CJCSI 6290.0l requirements management process, MPE/BICES enterprise services to include operational theater support, U.S. exercise planning as it relates to MPE/BICES services utilization, and experience in supporting requirements specification and implementation for coalition information exchange systems.

Extensive level of knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers.

Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

Knowledge of the relationship of the various entities involved in overall planning and execution of complex procedures and techniques for testing and evaluating mission applications and the methods in which the PPBS process supports them.

Expert level knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse DoD support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Cyberspace Operations; Information Systems; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations.

Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
