The ADMS Program is transforming how operates the grid by modernizing critical operational technologies across all of our service territories. Over the past several years, the Program has evolved from individual upgrade efforts into an enterprise-wide strategy focused on delivering a common platform, a repeatable deployment model, and a sustainable delivery and support organization. This evolution has enabled greater consistency across jurisdictions, improved operational readiness, and established a stronger foundation for advancing future grid management capabilities.
This Senior IT Applications Analyst position serves as a key technical resource supporting the St. Petersburg Distribution Control Center (DCC) and the operational health of DEF’s SCADA and ADMS. The role requires a highly skilled individual capable of balancing daily production support responsibilities with strategic delivery and continuous improvement initiatives. The individual selected for this position will have a strong, capable team around them (including FTE’s and managed service provider resources) to provide support 24x7.
Working closely with DCC personnel, business stakeholders, vendors, and support teams, this position will be responsible for monitoring system health, troubleshooting complex issues, coordinating incident response, validating future releases, supporting downstream integrations, and ensuring critical grid operations technology remains reliable, secure, and available at all times. The position serves as a trusted technical partner to DCC operations, providing hands-on support for grid systems and related operational technologies that support client’s commitment to safe and reliable electric service.
In addition to day-to-day support, this role will play an important part in the ongoing modernization and sustainment of the ADMS platform. The successful candidate will support recurring software upgrades, infrastructure improvements, continuous improvement efforts, and deployment initiatives. Given DEF’s exposure to hurricanes and other severe weather events, the position requires a strong commitment to storm readiness and response including extended support during major weather events, rapid issue resolution, and close coordination with DCC operators and restoration teams.
The ideal candidate is a self-driven technical leader who can operate independently, communicate effectively across technical and business stakeholders, and provide both operational support and delivery expertise to help ensure company’s grid management systems remain resilient, modern, and prepared to support the ever-evolving needs of the business and our customers.
This is the third level of the IT Application Analyst classification hierarchy. Employees at this level manage work in application areas of specialization, with minimal supervision. Incumbents are expected to develop advanced skills and to have the ability to work independently, with guidance limited to unusual or complex projects or issues. They are fully competent in the use of concepts and procedures. They identify problems, develop solutions, and take actions to resolve.
Note: the individual selected for this hybrid role must live within a reasonable commute of the St. Petersburg DCC.
Responsibilities
- Provide oversight for our 3rd party managed service provider which provides on-shore (including onsite) and off-shore production support 24 x 7 for the DEF jurisdiction.
- Serve as the primary IT liaison for the St. Petersburg DCC partnering closely with DCC operators/dispatchers, DCC leadership, business stakeholders, and support organizations to ensure the reliable operation of SCADA, ADMS, and other grid-related technologies.
- Monitor overall system health, application performance, infrastructure, and operational dashboards to proactively identify, troubleshoot, and resolve issues before they impact DCC operations.
- Lead technical troubleshooting efforts for complex production incidents, coordinating across vendors, infrastructure, cybersecurity, telecommunications, and business support organizations to restore service and minimize operational impacts and risks.
- Support operational readiness of critical grid management systems through participation in on-call rotations, emergency response activities, and major incident management processes.
- Participate in the planning, testing, validation, and deployment of SCADA and ADMS enhancements ensuring new capabilities are thoroughly vetted and operationally ready prior to production implementation.
- Support continuous improvement initiatives focused on system reliability, operational efficiency, automation, monitoring, reporting, and overall platform modernization.
- Partner with business and technical stakeholders to evaluate system performance, identify operational gaps, and develop recommendations that improve grid operations.
- Serve as a technical subject matter expert for SCADA/ADMS and integrations maintaining a deep understanding of system architecture, operational workflows, and downstream dependencies.
- Develop and maintain technical documentation, operational procedures, support playbooks, knowledge articles, and implementation plans to strengthen operational sustainment and knowledge transfer.
- Communicate system status, operational risks, incidents, defects, outages, maintenance activities, and project updates to technical and business leadership through both written and verbal communications.
- Research emerging technologies and industry best practices related to grid management systems, ADMS, SCADA, outage management, automation, cloud adoption, and advanced utility operations.
- Provide technical leadership and sound judgment when evaluating alternatives, resolving complex issues, prioritizing work, and making recommendations that impact operational reliability and future system direction.
- Support storm readiness planning, hurricane preparation activities, system validation exercises, and operational drills to ensure critical systems remain prepared for severe weather events.
- Provide extended support during major storm and emergency restoration events, partnering closely with DCC personnel and restoration teams to rapidly resolve technical issues and maintain availability of critical operational systems.
- Demonstrate the ability to work independently with minimal supervision while balancing daily operational support, project delivery commitments, continuous improvement initiatives, and evolving business priorities.
Required/Basic Qualifications:
- Bachelor Degree in Computer Science, Information Technology (IT), Management Information Systems (MIS), or related discipline. In addition to Bachelor degree, four (4) years minimum related work experience.
- In lieu of Bachelor degree(s) AND three (3) years minimum related work experience listed above, Associates Degree in Computer Science, Information Technology (IT), Management Information Systems (MIS), or related discipline. In addition to Associates degree, six (6) years minimum related work experience.
- In lieu of degree(s) listed above, High School/GED AND eight (8) years minimum related work experience.
Desired Qualifications:
- Experience supporting utility-scale operational technology (OT) systems, including SCADA, ADMS, OMS, EMS, or related grid control applications.
- Demonstrated experience working directly with Distribution Control Centers, System Operators, or other real-time operations organizations.
- Strong troubleshooting and incident management experience supporting complex, highly available production environments.
- Experience leading or supporting large-scale software deployments, upgrades, migrations, or application modernization initiatives.
- Knowledge of electric utility operations, outage restoration processes, distribution system operations, and grid management concepts.
- Experience coordinating activities across multiple organizations, including business stakeholders, infrastructure teams, cybersecurity, telecommunications, and third-party vendors.
- Strong understanding of system integrations, interfaces, data flows, and dependencies within enterprise and operational technology environments.
- Experience supporting storm readiness, emergency response activities, or other business-critical operational events requiring extended support and rapid problem resolution.
- Demonstrated ability to communicate effectively with both technical and non-technical audiences, including the preparation and delivery of executive-level status updates and operational communications.
- Proven ability to operate independently, exercise sound judgment, influence technical decisions, and serve as a trusted technical leader in a fast-paced operational environment.
- Familiarity with software testing, release validation, defect management, and change management processes.
- Knowledge of virtualization, server infrastructure, databases, and application monitoring tools.
- Experience working in Agile delivery environments utilizing Jira, Confluence, qTest, or similar tools.
Working Conditions:
Hybrid Mobility Classification - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable daily commute to the facility.
