The Air Force Civilian Service (AFCS) is looking for a full-time civilian Intelligence Budget Analyst ,GG-0560-13 located at the Intelligence Force Division at Scott AFB, Belleville, IL.

Salary Range: $106,000 – 120,000

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

In this position, you will serve as Senior Budget Analyst in the AMC/A218 Resources Team, who is fully responsible for the Air Mobility Command Directorate of Intelligence budget and management of resources for specific programs and appropriations. Provides advice and assistance to lower graded budget analysts and contracting officer representatives in the office. The position manages four budgets, guides a Contracting Officer Representative and a Budget Technician, and advises senior leadership on the next year’s budget requests, current year’s execution plan, unfunded requests, end of year close-out, and financial guidance.

  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Extensive knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budgets in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments.
  • Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
  • Knowledge of security practices for ensuring the safeguarding of classified information.
  • Comprehensive knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations.
  • Expert ability to apply analytical methods and techniques to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures.
  • Key: The duties of this position meet all requirements as a Category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions in accordance with DoDI 3020-42, Defense Continuity Programs.
  • This is a Financial Management Level 2 Certified position in accordance with DoDI 1300.26, Operation of the DoD Financial Management Certification Program.

Desired Experience: Accounting and Budgeting; funds control activities; budgetary policies, obligations, and expenditures.
