A 2026 Fortress Cybersecurity Award winning contractor is looking for a Program Manager and Senior Advisor for Research Security to support NOAA's research security programme in Silver Spring, Maryland.

What you'd actually be doing:

• Leading threat assessments and foreign influence analysis across NOAA research programmes
• Developing CI-focused due diligence processes for both classified and unclassified research collaborations
• Contributing to export control policy and technology control plan assessments
• Building procedures to identify and mitigate nation-state threats to NOAA research
• Developing the NOAA Critical Assets List — identifying critical technologies vulnerable to foreign acquisition
• Briefing NOAA personnel on CI trends and threat indicators
• Leading supply chain risk management processes to protect research integrity

What they need:

• Active Top Secret clearance
• 10+ years counterintelligence experience in a government or research environment
• Deep knowledge of NSPM-33 and research security frameworks
• Experience with ITAR, EAR and export control regulations
• Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity or related field
