About The Role
The Budget Execution Specialist role is a vital position supporting federal facilities management programs through precise financial and budget execution activities. The successful candidate will be responsible for overseeing the distribution, obligation, expenditure, reconciliation, tracking, and reporting of appropriated funds, ensuring strict compliance with federal financial management policies. This position requires close collaboration with program managers, budget offices, acquisition teams, and financial stakeholders to facilitate the seamless execution of annual budgets and related funding activities. The role may involve remote work, with a preference for candidates to conduct duties from Albuquerque, NM, or Reston, VA, depending on operational needs and security considerations. The specialist will play a crucial role in maintaining the financial health of programs by monitoring fund utilization, preparing reports, and supporting strategic financial planning, thereby ensuring that all funding is managed efficiently and in accordance with federal regulations.
Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field; relevant experience may be substituted
- Minimum of five (5) years of federal budget execution, financial management, or related experience supporting federal appropriated funds
- Experience with obligations, expenditures, allocations, and fund tracking within federal financial systems
- Proficiency in preparing financial reports, analyses, and executive briefings
- Advanced skills in Microsoft Excel, including pivot tables, formulas, and data analysis tools
- Strong analytical, problem-solving, and communication skills, both written and verbal
- Ability to obtain and maintain required federal security clearances and suitability determinations
- Must be a U.S. citizen and successfully pass a federal background investigation
Responsibilities
- Support the planning, tracking, analyzing, and executing of federal funding activities, ensuring compliance with relevant regulations such as FAR, DFAR, JTR, FIRMR, and DoD5000
- Provide contract execution support, including processing purchase orders and task orders through various contracting and financial offices
- Populate and maintain budget and financial data in executive presentations and reports
- Monitor fund execution, including commitments, obligations, unobligated balances, and expenditures for multiple programs
- Assist in formulating strategic financial plans, preparing cost estimates, and developing lifecycle budgets
- Maintain and update operating and spend plans, along with financial tracking reports
- Monitor Undelivered Orders (UDO), support reconciliation, and facilitate closeout activities
- Support financial management activities related to contracts, interagency funding, and agreements
- Prepare recurring and ad hoc financial reports for leadership review and decision-making
- Analyze budget execution data, identify potential risks, and recommend corrective actions
- Coordinate with acquisition, budget, finance, and program offices to ensure proper funding actions are executed timely
- Assist in budget formulation and execution throughout the fiscal year, ensuring adherence to federal policies and procedures
