Duration: 12 months, with potential annual extensions subject to Government option periods and Task Order authorization.

  • Schedule: Monday–Friday, generally 8 hours/day, 40 hours/week, within the 6:30 AM–6:00 PM ET service window.
  • We are seeking Financial Analysts to support the U.S. Small Business Administration (SBA), Office of Capital Access (OCA), Office of Credit Risk Management (OCRM), evaluating lender eligibility, financial performance, and portfolio risk.

Key Responsibilities:

  • Perform financial, statistical, credit, and portfolio-risk analyses of SBA lenders and lending programs.
  • Support Delegated Lender analyses and Desktop Reviews; evaluate eligibility to obtain or retain Delegated Authority.
  • Assess lender financial condition, commercial and small-business creditworthiness, repayment capacity, and emerging risks in SBA 7(a) portfolios.
  • Support lender monitoring, reviews, renewals, and follow-up actions; identify operational weaknesses and recommend risk-management improvements.
  • Assess relevant federal/state regulatory actions and lender mergers and acquisitions for potential SBA guaranty-transfer implications.
  • Prepare analytical workpapers and findings; review and revise monthly/quarterly reports and review other contractor work for quality and regulatory compliance as assigned.
  • Support policies and procedures for Delegated Authority and Desktop Reviews, evaluate compliance with SBA 7(a) SOPs, and provide guidance to stakeholders.

Requirements:

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a closely related field.
  • GS-11 equivalent: Typically 1–2 years of specialized financial, credit, or portfolio-analysis experience in banking, regulatory, Government, or financial-services environments.
  • GS-12 equivalent: Typically 3+ years of progressively responsible complex financial/risk analysis, credit/portfolio reviews, or lender oversight, including independently developing policy, procedure, or risk-mitigation recommendations.
  • Knowledge of financial statement analysis, credit risk, commercial lending/underwriting, portfolio risk, accounting, capital, liquidity, and asset quality.
  • Strong Excel skills, including pivot tables, lookup functions, conditional formulas, and basic statistical functions.
  • Strong analytical writing, reporting, presentation, and communication skills; ability to interpret policies, SOPs, regulations, and guidance.
  • Familiarity with, or ability to quickly learn, the SBA Lender Portal and Capital Access Financial System (CAFS).

Preferred: Relevant master’s degree, particularly for higher-level consideration; CFA, FRM, or CPA certification; experience with SBA 7(a), SBA 504, delegated lending authority, or similar Government-guaranteed lending programs.
