Brief Job Description
Performs highly advanced (senior-level) consultative services, program coordination, technical assistance, and data governance work supporting the Office of Data Analytics and Performance (ODAP) Data Management Unit. Leads the implementation and ongoing management of complex data-related initiatives, data management, governance, quality, compliance, modernization, and stakeholder engagement activities.
Serves as a subject matter expert and liaison among Medicaid and CHIP Services (MCS), HHS Information Technology, CMS, contractors, vendors, trading partners, and internal stakeholders to support regulatory compliance, data quality improvement, program performance, and strategic data management objectives. Provides leadership in program planning, risk management, performance monitoring, process improvement, policy implementation, and operational coordination.
Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions
EJF 1 – Program Management, Governance, and Strategic Coordination (35%)
Leads the implementation and ongoing management of complex data management programs and initiatives and other assigned ODAP data assets and projects. Coordinates governance activities, strategic planning efforts, program assessments, and stakeholder engagement activities to support agency objectives.
Facilitates governance meetings, develops recommendations, identifies risks, tracks deliverables, and supports executive decision-making. Serves as a lead coordinator among program areas, contractors, vendors, and external partners to ensure alignment with business objectives, regulatory requirements, and strategic priorities.
EJF 2 – Data Quality, Compliance, and Risk Management (25%)
Coordinates activities related to data quality monitoring, compliance assessments, corrective action planning, and risk mitigation. Monitors compliance with federal and state laws, regulations, policies, standards, and contractual requirements affecting assigned programs and data assets.
Leads efforts to identify, analyze, prioritize, and resolve data quality, data integrity, and operational issues. Develops recommendations, corrective action plans, performance metrics, and status reports to support continuous improvement and regulatory compliance.
EJF 3 – Stakeholder Relations, Technical Assistance, and Program Consultation (20%)
Serves as the primary liaison and subject matter expert for assigned programs. Provides consultative services, technical assistance, and guidance to internal and external stakeholders regarding program requirements, policies, procedures, data standards, compliance expectations, and operational processes.
Coordinates communications among HHS program areas, Information Technology, contractors, CMS, government agencies, and other stakeholders. Responds to executive, legislative, regulatory, and external inquiries and requests as appropriate.
EJF 4 – Business Process Improvement, Documentation, and Reporting (15%)
Analyzes business processes, workflows, operational procedures, and performance outcomes to identify opportunities for improvement. Develops and maintains policies, procedures, standard operating procedures, governance documents, training materials, reports, dashboards, and other program documentation.
Supports modernization initiatives, process automation efforts, and implementation of best practices related to data management, governance, quality assurance, and operational efficiency.
EJF 5 – Training, Knowledge Transfer, and Professional Development (5%)
Provides training, guidance, mentoring, and knowledge transfer to staff and stakeholders. Participates in cross-functional workgroups and continuous improvement initiatives. Identifies emerging trends, technologies, and best practices related to data management, governance, analytics, and program administration.

Initial Selection Criteria
- Graduation from an accredited four-year college or university in Public Administration, Business Administration, Information Systems, Data Analytics, Public Health, Computer Science, Statistics, or a related field. Relevant experience may substitute for education.
- Experience coordinating complex programs, projects, data initiatives, or regulatory compliance activities.
- Experience facilitating stakeholder meetings and managing cross-functional initiatives.
- Experience developing reports, policies, procedures, corrective action plans, or program documentation.
- Experience working with healthcare, Medicaid, data management, analytics, governance, compliance, or information technology programs preferred.
Preferred Qualifications
- Experience with Medicaid, CHIP, T-MSIS, CMS reporting, or healthcare data programs.
- Experience in data governance, data quality management, business process analysis, or program compliance.
- Experience coordinating vendor, contractor, and stakeholder activities.
- Experience supporting strategic planning, modernization, or enterprise data initiatives.
