About The Role
The Lead Data Engineer is a pivotal role responsible for spearheading the modernization, optimization, and stabilization of the Wisconsin Medicaid Market's data platform ecosystem. This involves managing complex data stores such as the Data Warehouse and Operational Data Store (ODS), and driving the strategy for data movement and ETL processes, including SSIS modernization. The role requires a hands-on leader who can improve the reliability, observability, and security of data pipelines that support critical Medicaid operations. The Lead Data Engineer collaborates closely with the Market Business Intelligence (BI) team to enhance data access, establish robust pipeline patterns, and enable platform growth, particularly around Databricks and enterprise data platforms like UDAP. This individual contributor position demands high autonomy, technical expertise, and leadership in guiding contract resources and cross-functional teams through complex modernization initiatives. The role is integral to ensuring the data infrastructure aligns with enterprise standards, reduces technical debt, and supports advanced analytics capabilities.
Qualifications
- Proven experience with SQL Server data engineering, warehousing patterns, and performance tuning.
- Strong expertise in ETL/ELT design and implementation, with hands-on experience in SSIS, SSRS, and Azure Data Factory or similar orchestration tools.
- Experience working with healthcare data movement tools such as Rhapsody / CorePoint.
- Demonstrated ability to modernize and optimize legacy data pipelines, reducing technical debt and increasing system reliability.
- Familiarity with Databricks and enterprise data platforms, with a growth mindset towards platform expansion and enterprise alignment.
- Excellent organizational and execution skills, capable of managing ambiguity and driving projects to completion.
- Experience directing contract or vendor resources, establishing standards, and ensuring maintainable solutions.
- Bachelor’s degree in Computer Science, Information Technology, Data Science, or related field; advanced certifications preferred.
- Strong communication skills and ability to document complex technical solutions clearly.
Responsibilities
- Lead the modernization and stabilization of the Wisconsin Medicaid Market’s data platform ecosystem, including Data Warehouse and ODS.
- Drive the strategy for data movement, including ETL/ELT processes, with a focus on SSIS modernization and improved observability.
- Ensure the security, performance, and reliability of data pipelines supporting Medicaid operations.
- Partner with the Market BI team to enhance data access, establish pipeline standards, and facilitate platform growth, especially around Databricks and UDAP.
- Own and evolve data stores, ensuring they meet enterprise standards for security, performance, and maintainability.
- Guide and review work performed by contract resources, ensuring adherence to standards and best practices.
- Identify opportunities for reducing technical debt and streamlining workflows to increase engineering efficiency.
- Develop and maintain detailed technical documentation to support decision-making and knowledge transfer.
- Participate in strategic planning for data platform enhancements aligned with enterprise initiatives.
