Scope of Project:

The selected candidate will work on existing and new initiatives including the Assessment Management System, Telecommunication Company Information, Pipeline Audit System (PAS), Document and Matter Management (DMM), and 753 Enforcement support, enhancements, and development efforts.

Responsibilities:

• Gather, analyze, and document business requirements in collaboration with DPS program staff, business stakeholders, and external entities.
• Lead business process reengineering sessions and develop As-Is/To-Be process models.
• Perform end-to-end technical analysis and design for complex enterprise systems.
• Create detailed technical specifications, system architecture maps, UML diagrams, DFDs, and ERDs.
• Reverse-engineer legacy MS Access databases, including tables, relationships, queries, forms, macros, and VBA modules.
• Identify data integrity issues and design normalized relational database schemas up to 3NF for SQL Server and Oracle.
• Translate business rules, compliance logic, and workflows into technical requirements, pseudocode, database constraints, and system logic.
• Act as a technical liaison between business stakeholders, software vendors, application developers, and DBAs.
• Analyze, design, and support system integrations, web services, and APIs.
• Coordinate integrations with enterprise Document Management Systems such as IBM FileNet and external agency databases.
• Develop data migration strategies, data mapping matrices, and ETL specifications.
• Write and execute complex SQL queries, including multi-table joins, subqueries, and analytical functions.
• Perform data validation, database migration validation, system integration testing, and backend troubleshooting.

Required/Preferred Skills:

• 84+ months experience as a Lead Systems Analyst or Systems Architect performing end-to-end technical analysis, design, and optimization of complex enterprise systems.
• 84 months experience working on business requirements projects as a lead analyst, including business process requirements, logical/physical data modeling, and normalization up to 3NF.
• 84 months experience with stakeholder communications and outreach, including presentations and business-process reengineering materials.
• 60 months experience reverse-engineering legacy MS Access databases, including tables, relationships, queries, forms, macros, and VBA.
• 60 months experience writing complex SQL queries for data validation, profiling, migration validation, and backend troubleshooting.
• 60 months experience acting as a technical liaison between business stakeholders, software vendors, and application developers.
• 60 months experience creating technical artifacts including ERDs, DFDs, and data mapping/ETL specifications.
• 48 months experience with systems integrated with enterprise Document Management Systems such as IBM FileNet or enterprise relational databases such as Oracle.
• 36 months experience developing multi-tier .NET Framework/.NET Core web applications using C#, including ASP.NET Web Forms and MVC.
• Experience designing and implementing system integration points, web services, and APIs.
• Strong experience with UML, DFDs, ER modeling, SQL Server, Oracle, MS Access, ETL, data migration, and system integration.
• Master's Degree in Computer Science, Information Technology, or a related technology field.
