Job Description:
We are seeking a highly skilled Business Analyst with over 3 years of experience in Application Modernization to join our dynamic team. The position will play a critical role in the modernization of the Delivery Operations Information System (DOIS) for the United States Postal Service (USPS). The Business Analyst will support the DOIS modernization project for USPS by performing in-depth business analysis and deriving actionable insights to shape the development of DOIS 2.0. The individual will utilize AI tools like GitHub Copilot for requirements gathering and business rule extraction.

HOW A BUSINESS ANALYST WILL MAKE AN IMPACT:
- Conduct detailed business analysis to understand business needs, processes, and workflows related to the DOIS project.
- Work closely with Product Owners, stakeholders, and technical teams to gather and define detailed functional and non-functional requirements.
- Facilitate collaboration between business stakeholders and development teams by effectively managing user stories, backlog grooming, and acceptance criteria in alignment with Scrum/Agile principles, ensuring timely delivery of value-driven solutions.
- Use AI tools such as GitHub Copilot to derive business rules from legacy code and translate them into user stories.
- Develop and maintain comprehensive documentation including business requirements documents, process flows, and use case scenarios.
- Assist in the preparation of project plans and timelines, ensuring alignment with business objectives and project goals.
- Collaborate with development and testing teams to ensure requirements are understood and implemented correctly.
- Conduct user acceptance testing and provide feedback to the development team.
- Monitor project progress and make recommendations for improvements or adjustments as needed.
- Ensure adherence to USPS’s AI strategy and governance, data security, and compliance requirements.
Education:
WHAT YOU’LL NEED TO SUCCEED:
- Bachelor’s degree in Business Administration, Information Technology, or related fields, preferred but not required.
- If there is no relevant college degree, an additional 4 years of relevant work experience is required.
Required Experience:
- 3+ years of experience in business analysis and Agile Scrum Management, preferably in an IT environment.
- Familiarity with AI tools, particularly GitHub Copilot.
- Strong understanding of legacy system modernization and cloud technologies (AWS).
Required Skills:
- Excellent analytical, problem-solving, and documentation skills.
- Strong communication and collaboration abilities.
- Ability to manage multiple tasks effectively and meet deadlines.
- Ability to work collaboratively with developers, business analysts, and stakeholders.
Desired Skills:
- Experience in a USPS environment or similar large-scale federal IT projects.
- Experience with Version One Agile Lifecycle Management Tool.
Security Clearance Level:
- Must be able to obtain and maintain a Public Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
- This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.
The likely salary range for this position is $75,650 - $102,350. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
