  • Overview:
  • We are seeking a Business Analyst who will support our NYS client. This role will be responsible for assessing current child welfare systems and processes to identify improvements and enhance service integration and performance outcomes. The ideal candidate for this role will have a strong child welfare, or social services, background, strong analytical and stake holder engagement skills, and the ability to translate complex requirements across state and local agencies in a decentralized service delivery environment.
  • Duties:
  • Conduct comprehensive assessments of current child welfare systems and processes to identify gaps, inefficiencies, and opportunities for improvement
  • Facilitate meetings and workshops with local departments of social services, voluntary agencies, and staff to gather requirements and understand user needs
  • Document current workflows and business processes across multiple agencies and identify areas where integration can be improved
  • Analyze child welfare performance data and metrics to assess system effectiveness and recommend data-driven solutions
  • Translate programmatic needs into technical requirements for system enhancements
  • Develop process improvement recommendations that support better outcomes for children, youth, and families while ensuring regulatory compliance
  • Create clear documentation including requirements specifications, process maps, user stories, and assessment reports for both technical and non-technical stakeholders
  • Support change management activities by helping agencies understand how proposed improvements will impact their daily operations
  • Track project progress and report on findings, risks, and recommendations to leadership and project stakeholders
  • Ensure proposed solutions align with federal performance standards and support goals for child safety, permanency, and well-being
  • Mandatory Qualifications:
  • Bachelor's degree or higher in related field
  • 5+ years of experience as a Business Analyst, documenting and improving business processes across multiple organizations
  • 5 + years of experience working in child welfare, social services, or public human services programs
  • 5+ years of experience gathering needs and requirements from diverse users, including caseworkers, managers, and families receiving services
  • Understanding of how state and local agencies work together to deliver services and the rules that govern them
  • Knowledge of federal metrics used to measure child welfare performance (such as Child and Family Services Reviews)
  • Ability to work effectively with multiple groups including state offices, county agencies, and community organizations
  • Skilled in communicating with both technical (IT) and non-technical (program) staff
  • Ability to analyze performance data to find problems and identify improvements
