  • Job Description
  • The Texas General Land Office (GLO) is seeking a Budget Analyst for the Financial Management Department.
  • Performs highly advanced (senior-level) budget preparation and analysis work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may be considered technical experts and may often provide strategic direction and oversight on the most complex budget analysis work.

  • What Your Contributions to the GLO Will be:
  • Major Budget Planning & Legislative Projects:
  • Coordinate the planning, development, review, and submission of the Strategic Plan, Legislative Appropriations Request, Governor's and Legislative Budget Board operating budget, and annual Internal Operating Budget.
  • Analyze proposed legislation and prepare accurate, timely fiscal notes and legislative budget analyses.
  • Develop and maintain budget methodologies, templates, instruction manuals, and project communications to support consistent and timely budget preparation.
  • Complete special projects and ad hoc assignments requested by Budget leadership, the Deputy CFO, or the CFO
  • Budget Monitoring & Financial Management:
  • Analyze operating budgets, expenditure patterns, allocations, and cost drivers to identify variances, risks, and funding needs.
  • Monitor budgets for assigned program areas, identify financial trends and emerging issues, and recommend funding adjustments or corrective actions.
  • Review personnel actions and monitor position management and full-time-equivalent staffing levels for consistency with approved budgets and authorized staffing.
  • Monitor encumbrances, research discrepancies, and coordinate the timely resolution of negative encumbrance or budget balances.
  • Transaction Review & Agency Support:
  • Review purchase requisitions for accurate coding and PCA assignment, available funding, and alignment with approved budget purposes.
  • Review contracts, work orders, and support documents for completeness, funding availability, accurate budget information, and consistency with approved financial plans. Advise staff on financial planning, budget management, full-time-equivalent staffing, encumbrances, and expenditures.
  • Prepare and process requisition and encumbrance change requests in coordination with program and financial staff.
  • In-Office Collaboration & Operational Coverage:
  • Participate in confidential budget discussions and safeguard sensitive information during in-person collaboration.
  • Print, assemble, physically review, route, and track paper budget documents requiring signatures, approvals, or distribution.
  • Collaborate in person at the Stephen F. Austin (SFA) Building with financial staff to develop, review, and finalize subject-matter documents and executive one-pagers.
  • Prepare materials for legislative hearings and provide onsite budget support at SFA and/or the Capitol, including responses to time-sensitive requests.
  • Prepare, assemble, quality-check, and deliver executive briefing materials within required timeframes.
  • Train new analysts through side-by-side instruction, system demonstrations, real-time work review, and immediate feedback.
  • Resolve cross-functional budget issues through face-to-face collaboration with program, financial, and leadership staff.
  • Coordinate budget activities for emergency funding and disaster response, including rapid analysis, documentation, and communication.
  • Maintain in-office operational coverage at SFA by responding to urgent requests, attending in-person meetings, assisting walk-in customers, and addressing other time sensitive needs.

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field.
  • Education and experience may be substituted for one another.
  • Must have a minimum of four years of experience in state government budget preparation and analysis, with a strong background in statutorily required statewide reporting.
  • Must have a minimum of four years of experience in generally accepted accounting principles (GAAP) and best practices in budget planning and financial procedures.
  • Must have a minimum of four years of experience working with General Appropriations Act (GAA) to ensure compliance with legislative mandates, optimize resource allocation, and support financial decision-making.
  • Must have a minimum of four years of experience with compiling, analyzing, and interpreting complex financial data and translating insights into clear, actionable recommendations.
  • A hybrid telework/in-office schedule is allowed per agency policy; however, department management has discretion to suspend telework based on operational need. When requested by a supervisor, employees must be able to report to the office within one hour, or as soon as practicable, while teleworking.
  • Preferred Qualifications:
  • Over four years' experience working for a Texas governmental agency(s).
  • Over four years of experience in budget preparation, analysis, financial management, fiscal policymaking, and performance measure reporting.
  • Knowledge of the Centralized Accounting and Payroll/Personnel
  • System (CAPPS Financials); Knowledge of Uniform Statewide Accounting System (USAS)
  • Experience multi-tasking and prioritization skills, adept at managing
  • competing deadlines in a fast-paced, high-stakes environment.
  • Flexibility to work outside normal business hours is needed to meet critical deadlines.
  • Knowledge, Skills and Abilities:
  • Knowledge of accounting, budgetary, and management principles, practices, and procedures; of forecasting methodologies; and of automated accounting, budgeting, and forecasting programs.
  • Knowledge of legal restrictions governing allocation of funds.
  • Knowledge of legislative appropriation request and annual operating budget processes and of performance measurement and reporting.
  • Skill in the use of a computer and applicable software.
  • Ability to analyze fiscal management information, to determine appropriate use of funds, to perform statistical analyses, and to communicate effectively.
  • Ability to identify and develop budgetary reports and schedules, to analyze management problems and develop and present solutions.
  • Ability to monitor and report on performance measurement and to coordinate the gathering and analysis of data.
  • Ability to supervise the work of others.
  • Physical Requirements:
  • This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
