  • Job Summary

The Applications and Data Supervisor provides strategic execution leadership and oversight for Minnesota IT Services partnering with the Department of Labor and Industry (MNIT DLI) application and data services. This role ensures that DLI’s technology environment is scalable, stable, secure, and aligned with MNIT and agency business needs.

The Systems Supervisor leads a wide range of complex technical and operational functions, including building and maintaining the technology components that support DLI application and data services. Key areas of responsibility include staffing and team development, development/security/operations (DevSecOps) pipelines, Agile delivery processes, and the support structures necessary to deliver reliable, innovative, and secure solutions.

Operating within an Agile team framework, the Systems Supervisor collaborates closely with DLI business partners to balance business priorities with technical delivery. The supervisor ensures Agile practices are followed: supporting iterative development, continuous improvement, and alignment with the priorities and investment decisions of the DLI/MNIT DLI governance team.

This role is critical in guiding both the strategic execution into tactical direction and day-to-day operational delivery of technology solutions that enable DLI to meet its mission efficiently, securely, and effectively.

  • This position requires an employee to work onsite at 443 Lafayette Rd. Saint Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:
  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
  • Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
  • Minimum Qualifications
  • Position requires a minimum of four (4) years of IT experience in application and data service management, including work with enterprise application platforms, data environments, system integration, DevSecOps practices, and Agile delivery.
  • Experience must include:
  • Experience in people leadership planning and coordinating application and data service delivery, including team capacity, resource and skill needs with development plans, operational support, and project, program, and product work including standard operating procedures.
  • Experience leading work in an Agile delivery environment, such as Kanban, Scrum, or SAFe, including work planning, backlog refinement, prioritization, estimating, tracking and measuring progress to a schedule, and interative delivery.
  • Experience leading and performing the work for enterprise application and data service work involving development, configuration, integration, troubleshooting, production support, and data management. Relevant technologies may include .NET, SQL Server, Power Platform, or Azure.
  • Experience implementing and supporting DevSecOps and continuous integration/continuous delivery (CI/CD) practices, such as version control, automated testing, deployment pipelines, environment and deployment change management, and user accepted and secure release practices.
  • Two (2) years of lead work or supervisory experience.
  • Demonstrated ability to communicate clearly and effectively to foster mutual understanding and guide teams through change.
  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, with demonstrated leadership and people engagement skills that support positive user experiences and high-performing teams.
