The Analyst, Enterprise Data Strategy & Governance supports the Bank of Montreal’s Enterprise Chief Data Office in advancing enterprise data management priorities. Reporting to the Director, Enterprise Data Strategy & Governance, this role helps translate governance objectives, operating models, policies, and strategic priorities into actionable plans, executive-ready deliverables, governance materials, and measurable outcomes.
This role is critical to supporting the execution of enterprise data management initiatives by providing strategic analysis, governance coordination, stakeholder engagement, and program support. The successful candidate combines strong analytical and communication skills with the ability to manage multiple priorities, navigate ambiguity, and simplify complex data governance topics for business, technology, risk, compliance, audit, and regulatory audiences.
This position provides meaningful exposure to enterprise strategy, governance, regulatory, and transformation initiatives while building the skills and experience required for future leadership opportunities within the Enterprise Chief Data Office.
Key Responsibilities
- Enterprise Data Strategy & Program Support
- Contribute to enterprise data strategy and governance initiatives through analysis, planning, stakeholder coordination, and execution support.
- Develop presentations, briefing materials, dashboards, reports, and communications for executive and stakeholder audiences.
- Independently manage assigned deliverables, milestones, risks, dependencies, and action items across data strategy and governance workstreams.
- Analyze information from multiple sources and synthesize findings into clear insights, recommendations, and decision-support materials.
- Identify opportunities to improve governance processes, reporting capabilities, stakeholder engagement, and operational effectiveness.
- Data Governance Policy & Standards Support
- Support the development, enhancement, implementation, and maintenance of enterprise data governance policies, standards, procedures, and related governance artifacts.
- Conduct research and analysis to identify impacts, gaps, dependencies, and opportunities related to governance, regulatory, and transformation initiatives.
- Assist in documenting governance requirements, accountability models, ownership structures, decision rights, and operating procedures.
- Contribute to governance reporting, metrics, and monitoring activities through data analysis, adoption tracking, and compliance support.
- Maintain governance documentation, inventories, repositories, and decision records to support transparency and traceability.
- Enterprise Governance & Business Enablement
- Coordinate enterprise governance forums, steering committees, working groups, and stakeholder engagements through effective agenda management, material preparation, action tracking, and follow-up.
- Develop charters, operating procedures, decision logs, meeting materials, and supporting documentation that reinforce governance discipline and accountability.
- Partner with business, technology, risk, compliance, and data management stakeholders to support governance priorities and resolve implementation questions.
- Develop communications, training materials, adoption resources, and readiness activities that promote understanding of enterprise data management practices.
- Monitor stakeholder feedback, governance outcomes, and adoption trends while identifying opportunities for continuous improvement.
- Measures of Success
- High-quality analysis, governance materials, presentations, and communications are delivered accurately and on time.
- Assigned workstreams, deliverables, risks, dependencies, and action items are proactively managed and executed with limited supervision.
- Governance forums, stakeholder engagements, and decision-making processes are effectively supported through strong preparation, coordination, and follow-through.
- Policies, standards, procedures, and governance artifacts remain organized, current, and aligned to business, audit, risk, and regulatory requirements.
- Stakeholders view the individual as a trusted and reliable partner for governance coordination, strategic analysis, and program support.
- Recommendations contribute to improvements in governance processes, reporting, stakeholder engagement, and enterprise data management outcomes.
Qualifications
Experience:
- 4-6 years of experience in enterprise data management, data governance, business analysis, strategy execution, project delivery, risk management, change management, consulting, or related disciplines.
- Experience supporting complex cross-functional initiatives involving multiple stakeholder groups. Experience developing executive-ready presentations, communications, reports, dashboards, or governance materials.
- Demonstrated ability to manage multiple priorities, synthesize complex information, and drive work to completion with limited supervision.
- Experience working within highly regulated industries with an understanding of risk, compliance, regulatory, audit, and implementation considerations.
Expertise:
- Enterprise data management and data governance fundamentals
- Data governance frameworks, ownership, stewardship, and accountability concepts
- Governance processes, policies, standards, procedures, and controls
- Program reporting, metrics, scorecards, dashboards, and executive communications
- Stakeholder engagement, change management, and business adoption support
- Strategic analysis, problem solving, and business case development
Leadership & Core Skills:
Ability to independently manage deliverables, coordinate stakeholders, facilitate working sessions, structure ambiguous problems, and translate complex information into clear recommendations and actionable outcomes. Strong analytical thinking, executive communication, governance execution, stakeholder management, program coordination, and continuous improvement skills required. Demonstrated initiative, curiosity, and the ability to influence outcomes without direct authority while building the capabilities needed for future leadership opportunities.
Salary:
$65,000.00 - $140,000.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
