About The Role

We are seeking a detail-oriented and proactive Business Analyst 2 to join our Project Management Office (PMO). In this role, you will serve as a Delivery & Validation Business Analyst supporting critical application modernization projects, technology upgrades, infrastructure initiatives, and system migrations across various government agencies and organizations. Your primary focus will be on ensuring that business requirements are accurately captured, solutions are validated against these requirements, and operational readiness is achieved for successful project delivery. You will work closely with diverse stakeholders including business leaders, project managers, developers, architects, vendors, and other technical teams to facilitate seamless communication, documentation, and validation activities throughout the project lifecycle.

Qualifications

• Bachelor’s degree in Business Administration, Information Technology, or a related field.
• Minimum of 3-5 years of experience in business analysis within technology-driven projects, preferably involving application modernization or system migrations.
• Proficiency in requirements elicitation, documentation, and traceability, with experience in developing current and future state process models.
• Strong understanding of business process analysis, gap analysis, and impact assessments.
• Experience coordinating User Acceptance Testing (UAT) and validation activities, including test case development and defect management.
• Familiarity with project management and test management tools such as Azure DevOps or similar platforms.
• Excellent communication, organizational, and facilitation skills, with the ability to work independently and manage multiple priorities effectively.
• Knowledge of regulatory, compliance, or public sector processes is a plus.

Responsibilities

• Perform comprehensive business analysis activities for various technology projects, including application modernization, infrastructure upgrades, and system migrations.
• Elicit, analyze, document, and validate business and functional requirements across diverse stakeholder groups.
• Develop detailed current-state and future-state process documentation, including workflows, business rules, and gap analyses.
• Evaluate proposed technical solutions against documented requirements, constraints, and desired outcomes to identify risks, impacts, and dependencies.
• Facilitate stakeholder meetings, requirements workshops, and validation sessions to ensure alignment and clarity.
• Lead and coordinate User Acceptance Testing (UAT) activities, creating test scenarios, executing test cases, tracking defects, and ensuring stakeholder sign-off.
• Manage requirements and validation artifacts using Azure DevOps or comparable tools, maintaining traceability and version control.
• Support release readiness activities, including change management, communication planning, and post-implementation validation.
• Assist in identifying impacted applications, processes, and stakeholders, supporting transition planning and operational readiness efforts.
• Develop user documentation, training materials, and communication resources to facilitate adoption and minimize operational disruptions.
• Monitor project progress, identify potential issues or risks, and develop mitigation strategies to ensure successful project delivery.
