Summary of the position:
BEPC is seeking a highly motivated Systems Analyst 3 to join our client’s site in Austin, Texas. This role will support the CAPPS Program, including HR/Payroll, Financials, STARR, and related ancillary systems. The selected candidate will provide senior-level functional analysis, configuration, support, compliance, and project coordination activities for PeopleSoft HCM 9.2. The ideal candidate will possess extensive experience supporting Texas state government agencies, CAPPS HR/Payroll environments, Workforce Administration, Recruiting (TAM/CG), HR Security, FMLA administration, and PeopleSoft functional configuration. This position requires strong knowledge of State of Texas HR policies, federal labor laws, data integration, SDLC methodologies, WCAG 2.1 accessibility standards, and cross-functional collaboration within large-scale enterprise environments.
Summary of Duties and Responsibilities:
- Provide senior-level consultative and functional support for the CAPPS Program.
- Serve as a functional HR subject matter expert in Workforce Administration, TAM/CG, HR Security, and policy interpretation.
- Support the CAPPS HR/Payroll application and serve as a point of contact for supported agencies.
- Create and review Functional Design Documents (FDDs).
- Perform functional configuration changes using PeopleSoft-delivered tools and features.
- Configure HR tables, job codes, positions, departments, compensation structures, and workflow processes.
- Create queries using PS Query and SAP Business Objects.
- Support FMLA configuration, leave management, payroll integration, compliance reporting, and audits.
- Support Application Designer, Integration Broker, SQR, BI Publisher, SQL, and PeopleSoft security activities.
- Assist with system upgrades, PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI updates, Elasticsearch, and data migration activities.
- Gather requirements and support break/fix requests and system enhancements.
- Perform documentation, testing, UAT, regression testing, and incident management activities.
- Provide training and cross-training to agency personnel and junior analysts.
- Support project implementations, enhancements, legislative changes, year-end processing, and third-party integrations.
- Provide Level 2 Service Desk support and advanced troubleshooting.
- Ensure WCAG 2.1 accessibility compliance.
- Participate in Major Incident Management, Disaster Recovery testing, upgrade testing, audits, and user group presentations.
- Ensure data accuracy, security, compliance, and system performance.
- Perform additional related duties as assigned.
Main Qualifications:
- Education: Bachelor’s degree or equivalent experience.
- 8+ years of extensive Texas public sector experience, directly working for or supporting Texas state government agencies.
- 8+ years of extensive experience supporting the HR module in PeopleSoft HCM version 9.2.
- 8+ years of extensive knowledge and understanding of applicable State of Texas policies.
- Experience supporting CAPPS agencies and CAPPS HR/Payroll environments.
- 8+ years of extensive knowledge of federal labor laws.
- 8+ years of experience preparing WCAG 2.1-compliant materials for distribution.
- 8+ years of experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable to contractual requirements.
- 8+ years of extensive knowledge and experience with data integration, data quality, and SDLC processes and methodologies.
- 4+ years of experience performing functional project management activities supporting the CAPPS program.
- 3+ years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices, including IT Service Management (ITSM) and IT Asset Management (ITAM).
- 3+ years of experience supporting CAPPS Central production and expansion activities for more than 100 agencies and five Hub instances.
- Experience gathering business requirements for large projects.
- Knowledge of project management methodologies.
- Knowledge of the technical and functional attributes of Oracle PeopleSoft.
- Experience with Workforce Administration, Position Management, Payroll, Time & Labor, and Recruiting (TAM/CG) within PeopleSoft HCM 9.2.
- Experience configuring HR tables, job codes, positions, departments, compensation structures, security settings, and workflow processes.
- Experience with PeopleSoft Security, including row-level security and multi-tenancy requirements.
- Experience creating queries using PS Query and SAP Business Objects.
- SQL proficiency and experience supporting data integrations and web services.
- Experience gathering requirements, preparing Functional Design Documents (FDDs), and supporting UAT and regression testing.
- Experience with Agile and other Software Development Life Cycle (SDLC) methodologies.
- Experience with ITIL methodologies.
- Experience with or knowledge of information security frameworks such as NIST.
- Strong problem-solving skills and the ability to manage multiple priorities simultaneously.
- Ability to work independently in a diverse team environment with both on-site and remote team members.
- Strong written, verbal, and interpersonal communication skills.
Preferred Qualifications:
- 4+ years of experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types within CAPPS.
- 4+ years of experience participating in fiscal year-end processes related to organizational changes and legislative mandates for CAPPS.
- 4+ years of experience supporting CAPPS by loading mass salary actions for agencies.
- 4+ years of experience performing customer-facing responsibilities supporting CAPPS expansion efforts for Central and Hub agencies.
- 4+ years of experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services to communicate between state agencies for CAPPS.
- 4+ years of experience performing SQL activities to maintain synchronization between CAPPS and SPRS systems.
- Experience supporting legacy statewide financial systems production support activities.
