Salary Range: $76,328.00 to $95,410.00 per year. This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job.

Community Support Services (CSS) transforms lives and community by supporting veterans, ending homelessness, treating substance use, and preventing and intervening in community and domestic violence. As a department in Mecklenburg County’s Health and Human Services Agency, CSS maximizes community partnerships and collaborative opportunities to improve access to services and advocate for the needs of special populations.

Position Specific Information

This position is responsible for leading the Homeless Management Information System (HMIS) implementation across the Continuum of Care (CoC). It will work in collaboration with the HMIS team, other internal Mecklenburg County partners and community partners. This position oversees the governance of MeckHMIS ensuring policies & procedures are current and implemented.

This position is the lead liaison with the HMIS vendor. This position develops, implements, and tests system-wide practices that work to improve system level performance.

Position is full time onsite Monday – Friday, 8:00 AM to 5:00 PM. Located at 3205 Freedom Drive, Charlotte, NC 28208.

Position Summary

Performs research and analysis for an assigned County Department or Division. This lead position is responsible for managing projects, advising management on results and recommending necessary adjustments to department procedures.

Essential Functions

Conducts research and analysis and advise management on results.

Recommends necessary adjustments to department procedures.

Works under the guidance of department management on strategic projects to include assisting in the establishment of goals and objectives.

Responds to requests from State, County, local municipality government, or community stakeholders.

Manages various projects aligned with Strategic Business Plan goals.

Gathers and organizes information about the problem to be solved or the procedure to be improved.

Interviews personnel and conducts on-site observations to determine the methods, equipment, and personnel that will be needed.

Analyzes financial and other data, including revenue, expenditure, and employment reports.

Develops solutions or alternative practices.

Recommends new systems, procedures, or organizational changes.

Makes recommendations to management through presentations or written reports.

Confers with managers to ensure that the changes are working.

Minimum Qualifications

Experience: Minimum of four years of experience in a related field.

Education: Bachelor’s degree in Business Administration, Public Administration or a related field, including but not limited to Social Work, Human Services, Psychology, etc.

Licenses And Certifications

May require a valid NC or SC driver's license.

Annual Motor Vehicle Record (MVR) check required

Preferred Qualifications

Master’s degree in Business Administration, Public Administration, Social Work, Human Services, or a related field.

Preferred

Knowledge of and experience with HMIS (Bitfocus preferred).

Strong attention to detail, quality, and accuracy.

Able to establish and maintain positive and effective relationships with customers and community partners.
