2. About the Opportunity:

The Senior Professional Business Analyst plays a key role in supporting Medicaid DDI programs and the onboarding to modernized provider systems by translating complex client policies and business processes into clear, actionable specifications. This role ensures alignment between business needs and technical implementation, facilitates communication across cross-functional teams, and contributes to the delivery of healthcare technology solutions that improve service to vulnerable communities.

3. Responsibilities:

  • Lead requirements discovery, fit-gap analysis, and maintain traceability across various components including provider enrollment and data conversion.
  • Translate contracts, policies, and business rules into process models, user stories, acceptance criteria, and interface requirements.
  • Collaborate with product, architecture, engineering, QA, security, data, and implementation teams to align requirements with cloud-native solutions.
  • Support analyses related to functional parity, configuration, feature flags, and release-impact assessment.
  • Define and validate business requirements for APIs, events, batches, and files, ensuring considerations for errors, auditability, privacy, and security.
  • Use ALM tools such as Azure DevOps to manage requirements, decisions, risks, dependencies, defects, and test evidence.

4. Requirements:

  • Minimum 6 years of experience in business analysis or large-scale technology implementation.
  • At least 3 years of experience in Medicaid, Medicare, MMIS/MES, or regulated healthcare environments preferred.
  • Proficiency in advanced Excel and SQL; experience with Azure DevOps, Jira, Confluence, Visio, or comparable tools.
  • Strong facilitation, analytical, process-reengineering, written communication, and stakeholder management skills.

5. Pay Range and Compensation Package:

  • The pay range for this position is 69,000 to 99,200 per year, with actual base pay varying by location, internal equity, and candidate qualifications.
