- Join an evolving people analytics team, building workforce intelligence and strategic workforce planning practices for one of Canada's largest municipal governments. We are looking for an experienced strategic workforce planner with strong workforce data expertise who can connect workforce trends, business needs, and long-term planning decisions. In this role, you will analyze workforce data in its organizational context, develop strategic workforce planning insights, and translate evidence into practical planning inputs that help leaders understand current and future workforce risks, opportunities, capacity pressures, and talent needs. You will collaborate with analysts, consultants, and partners across the organization to help clients interpret workforce trends, apply evidence-based practice, and turn insights into action. Primary duties include:
- Translate complex workforce analysis into clear, evidence-based narratives, dashboards, reports, and recommendations that support business planning, strategic workforce planning, organizational decisions, and practical action.
- Apply strategic workforce planning methods to interpret workforce supply, demand, capacity, retirement, turnover, retention, engagement, recruitment, and workforce risk trends.
- Develop workforce forecasts, scenarios, assumptions, and planning insights that help leaders understand future workforce needs and options.
- Lead data-driven conversations, working sessions, and cross-functional discussions that shape how partners understand workforce issues, planning implications, and potential workforce strategies.
- Build trusted relationships with business partners and teams, serving as a credible analytical and strategic workforce planning voice on workforce questions that matter to their work.
- Lead complex analytical and strategic workforce planning projects from question to conclusion, managing scope, timelines, client expectations, and concurrent workstreams.
Qualifications
- A degree in Computer Science, Data Science, Software Engineering, Data Engineering or a related field and at least 8 years of progressive experience in people analytics, HR analytics, workforce planning, strategic workforce planning, or workforce intelligence, with direct experience using workforce data to support business or operational planning.
- Strong strategic workforce planning practice, including workforce forecasting, scenario analysis, supply and demand analysis, workforce risk identification, and translating planning assumptions into evidence-based insights.
- Strong people analytics practice, including interpreting complex workforce data, applying structured analytical reasoning, and producing insight-driven outputs that support strategic and operational decisions.
- Deep knowledge of workforce processes and the employee lifecycle, including recruitment, retention, engagement, workforce planning, workforce capacity, and workforce sustainability considerations.
- Working understanding of privacy legislation and data governance as they apply to workforce data, with the judgment to handle sensitive people information responsibly.
- Experience in a public sector, municipal government, or large complex organization, including leading or supporting strategic workforce planning, workforce forecasting, scenario analysis, benchmarking, communities of practice, or cross-organizational working groups is preferred.
- Formal grounding in statistics, quantitative research, organizational research design, or workforce modelling; proficiency in Microsoft Power BI or a comparable visualization platform; and knowledge of Alberta's Protection of Privacy Act (POPA) as applied to HR analytics, strategic workforce planning, and reporting will be considered assets.
- Demonstrated ability to build trusted working relationships, serve as a credible strategic workforce planning and analytical voice, and lead data-driven conversations, working sessions, and briefings with partners across HR.
- Strong project leadership capability, including managing concurrent analytical and workforce planning workstreams, aligning client expectations, and delivering high-quality work on time and to scope.
