• Position Overview
• Seeking a Senior Data Analyst / Systems Analyst III to support business and data analysis for integrated eligibility systems. This role involves leading JAD sessions, eliciting and documenting requirements, analyzing business processes, performing data quality analysis, and developing dashboards, KPIs, and performance measures to support data-driven decision-making.
• The selected contractor will work across the full SDLC, helping translate business objectives into actionable technical solutions and improving existing systems and reporting capabilities.

• Key Responsibilities
• Analyze business objectives, user requirements, procedures, and system problems.
• Identify alternative solutions and perform cost/benefit analysis.
• Support the design, development, and delivery of technology solutions.
• Lead JAD sessions and document business processes and analytical findings.
• Elicit requirements and translate them into clear documentation.
• Work with integrated eligibility systems through the full SDLC.
• Write detailed user needs, program functions, and modification steps.
• Review system capabilities, specifications, and scheduling limitations.
• Develop and execute complex SQL queries and joins.
• Analyze data quality and identify issues or inconsistencies.
• Design dashboards, KPIs, and performance measures.
• Document business findings and support reporting and analytics needs.
• Collaborate with stakeholders to understand data input, output, and reporting requirements.

• Required Qualifications
• 8 years: Experience in IT supporting the design, development, or delivery of technology solutions.
• 8 years: Experience with integrated eligibility systems, including full SDLC involvement from requirements through implementation.
• 8 years: Experience in business analysis and data analysis.
• 8 years: Experience conducting JAD sessions, eliciting requirements, and documenting business processes and findings.
• 8 years: Experience using SQL, including complex joins.
• 8 years: Experience analyzing data quality.
• 8 years: Experience designing dashboards, including measures and KPIs.
• Preferred: Experience with the Texas Integrated Eligibility Redesign System (TIERS).

• Work Schedule and Location
• Start date: 09/01/2026.
• End date: 08/31/2027.
• Total hours: Up to 2008 per candidate.
• Work hours: Monday through Friday, 8:00 AM to 5:00 PM, unless otherwise coordinated.
• Work location: 4601 W. Guadalupe, Austin, TX 78751.
• Position is hybrid, with 3 days remote and 2 onsite days on Monday and Thursday, subject to change.
• Local candidates only; candidates must already reside in Texas and be within the Austin area.
• Travel, per diem, parking, and living expenses are the candidate’s/vendor’s responsibility.
• Overtime must be pre-approved.
• Interviews will be conducted in person and through Microsoft Teams.
