Senior Business System Analyst

• About the Opportunity
• The Business Systems Analyst will serve as a technical resource within the Enrollment Portfolio team, responsible for translating business requirements into detailed technical specifications for a third-party application to Facets migration. This role requires deep understanding of system architecture, data flows, and integration patterns, with specific expertise in Facets as an enrollment and eligibility system. The ideal candidate will work collaboratively with technical architects, business analysts, and development teams to ensure all system requirements are properly documented and implemented according to program standards and methodologies.

Key Responsibilities:

• Work alongside technical architects to develop detailed system specifications for the migration from third-party application to Facets
• Create comprehensive data mapping documents that show field-level transformations between systems
• Document interface specifications for all system integrations required during the migration
• Develop technical requirements that support the data migration strategy for approximately 3-million-member records
• Create detailed documentation for system validation protocols and testing requirements
• Support the development of the trading partner re-implementation framework from a technical perspective
• Participate in agile ceremonies including sprint planning, backlog refinement, and sprint reviews
• Ensure all technical documentation aligns with program standards and methodologies

Required Qualifications:

• 5+ years of experience as a Business Systems Analyst in the health insurance industry
• Demonstrated experience with Facets as an enrollment and eligibility system
• Proven experience creating detailed technical specifications, data mapping documents, and interface documentation
• Experience with member data migration projects in a healthcare environment
• Strong understanding of system integration patterns and data flow architectures
• Experience working in agile environments with cross-functional teams
• Excellent analytical thinking with the ability to translate complex business requirements into technical specifications

Preferred Qualifications:

• Background in enrollment processes for Commercial and Medicare lines of business
• Previous experience working with Blue Cross Blue Shield plans
• Knowledge of Coordination of Benefits (COB) processes in a health insurance context
• Experience with ID card generation and distribution processes
• Familiarity with EDI transactions and healthcare data standards
