Job Title: Senior Business Analyst (Healthcare / Medicaid Preferred)
Location: Texas (Remote/Hybrid)
Duration: Long-Term Contract
Position Summary
Seeking a Senior Business Analyst to support a large-scale legacy system modernization and migration initiative. The ideal candidate will have strong experience in business analysis, requirements management, process analysis, data/integration analysis, and stakeholder engagement across complex enterprise projects.
Must-Have Skills
8+ years of Business Analysis experience reviewing, analyzing, and evaluating business systems and user needs.
8+ years of experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements.
8+ years of experience developing and maintaining Requirements Traceability Matrix (RTM).
8+ years of experience conducting Current-State/Future-State Analysis, Gap Analysis, Impact Analysis, and Dependency Analysis.
8+ years of experience documenting Use Cases, User Stories, Acceptance Criteria, Business Rules, Process Flows, and Requirements Specifications.
8+ years of experience working with Business, Application Development, Data, Infrastructure, Security, and Vendor teams.
8+ years of experience supporting complex enterprise IT projects with multiple stakeholders and dependencies.
8+ years of experience analyzing Data Flows, Interfaces, Reports, Source-to-Target Mappings, and System Integrations.
Strong written and verbal communication skills with executive-level documentation experience.
Preferred Skills
4+ years of Legacy System Modernization, Mainframe Retirement, System Replacement, or Enterprise Transformation experience.
3+ years of Medicaid, Healthcare, Claims, Eligibility, Provider, Behavioral Health, Waiver Programs, or HHS experience.
3+ years supporting Application Development or Infrastructure Deployment projects.
2+ years of experience with APIs, Batch Interfaces, Data Warehouses, Reporting Modernization, or Modular System Design.
2+ years of Texas State Government, DIR, Project Delivery Framework (TPDF), IT Governance, or Public Sector experience.
1+ year with CBAP, PMP, PMI-PBA, Agile, Scrum, or SAFe certification.
