Role Overview

We are seeking a Senior Business Analyst with strong experience in Agile business analysis, requirements gathering, user story development, Product Backlog management, stakeholder engagement, SQL querying, API integration, and technical requirements definition.

The successful candidate will work closely with Product Owners, project teams, I&IT management, business stakeholders, and subject matter experts to translate complex business needs into clear, actionable requirements and user stories. The ideal candidate will have hands-on experience with Azure DevOps, backlog refinement, acceptance criteria, Agile methodologies, SQL, API design/integration, business process modeling, and user testing.

Experience within the public sector, particularly education systems, is an added advantage.

Key Responsibilities

• Business Analysis & Requirements Management – 45%
• Lead and conduct business analysis activities to identify and assess client business problems, opportunities, priorities, and needs.
• Gather, analyze, validate, and document business and technical requirements.
• Feed work to project teams by looking ahead at upcoming work and grooming requirements so they are clearly understood, documented, and ready for development.
• Assemble requirements into concise, coherent, and actionable user stories.
• Break epics into user stories and define clear acceptance criteria for each story.
• Manage, refine, and maintain Product Backlog Items (PBIs).
• Establish and maintain the backlog as the source of truth from which the team can deliver.
• Work closely with Product Owners to understand and prioritize upcoming team work.
• Capture details, decisions, dependencies, and requirements discussed during team meetings and ensure they are documented in the appropriate user stories.
• Provide development teams with the context needed to understand how individual stories contribute to the overall business objective.
• Apply detailed analysis, stakeholder discussions, and documentation techniques to develop high-quality user stories.
• Conduct requirements gathering through interviews, workshops, JAD sessions, mockups, and other appropriate techniques.
• Conduct stakeholder engagement and document requirements, presentations, briefing notes, and findings.
• Apply re-engineering concepts to identify business improvements and cost-effective service delivery approaches.
• Develop business strategies, business cases, cost-benefit analyses, and feasibility studies.
• Develop performance measures and traceability matrices for business analysis evaluation and follow-up.
• Monitor progress, identify issues, resolve problems, and report regularly to I&IT management and stakeholders.
• Business & Systems Analysis
• Conduct business analysis at varying levels of detail appropriate to project phases.
• Align analysis activities with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
• Perform business modeling, use-case modeling, conceptual and logical data modeling, and process/data flow modeling.
• Define business rules and non-functional requirements.
• Translate business and data requirements into specifications suitable for designing appropriate technology solutions.
• Assess business and technical design alternatives and provide recommendations.
• Explain and present complex technical analyses, options, proposals, reports, and recommendations to clients.
• Work with UI/UX designers and business analysts to plan and conduct user testing sessions.
• Support user testing activities, including screening/recruiting participants, facilitating sessions, documenting research findings, and presenting results.
• Technical & Agile Skills – 35%
• Apply knowledge of business system technologies to provide technical expertise and advice.
• Participate in the design, development, testing, implementation, and evaluation of software and hardware solutions.
• Apply knowledge of Agile project methodologies and structured development practices.
• Use SQL for database querying and business/data analysis.
• Understand API design, integration, and technical requirement definition.
• Create and manage user stories and Product Backlog Items using Azure DevOps.
• Support technical requirements definition and front-end/back-end system considerations.
• Use AI tools where appropriate for business requirements documentation and analysis.
• Apply structured, object-oriented, and Agile methodologies to user requirements.
• Use CASE tools and other business analysis tools to document conceptual requirements and scope.
• Maintain awareness of emerging I&IT trends and technologies.
• Communication & Stakeholder Management – 15%
• Establish effective working relationships with I&IT management, clients, internal and external partners, stakeholders, and project staff.
• Conduct consultations to determine client needs and requirements.
• Explain complex technical concepts clearly to both technical and non-technical audiences.
• Facilitate discussions regarding systems development options, technical processes, and recommendations.
• Discuss development and operational recommendations with clients while considering technical limitations and business constraints.
• Prepare project reports, presentations, and briefing materials explaining analysis and recommendations.
• Prepare business cases supporting recommended systems development or acquisition approaches.
• Prepare systems documentation, manuals, metrics, and dashboard reports.
• Prepare research findings and summary reports.
• Demonstrate excellent verbal, written, interpersonal, consultation, and negotiation skills.
• Public Sector Experience – 5%
• Experience working within the Public Sector is highly desirable.
• Experience with education systems is particularly valuable.
• Familiarity with public sector business analysis methodologies, policies, and practices is an asset.

The ideal candidate is a Senior Business Analyst / Agile Business Analyst who can bridge the gap between business stakeholders and technical delivery teams. The candidate should be highly skilled in user story writing, backlog management, requirements grooming, Azure DevOps, SQL, API requirements, stakeholder communication, and Agile delivery, with the ability to convert complex requirements into clear and development-ready specifications.
