The Maryland Longitudinal Data System (MLDS) Center is an independent state agency that develops and maintains a data system containing student and workforce data from all levels of public education, child and youth services, and the State’s workforce. The mission of the MLDS Center is to generate timely and accurate information about student performance that can be used to improve the State’s education system and guide decision makers at all levels.

This position is Telework Eligible but is required to report to the office 2 days per week.
Main Purpose of Job
The MLDS Center develops and maintains a data system containing student and workforce data from all levels of public education, child and youth services, and the State’s workforce. This position is responsible for developing interactive reports, dashboards, data requests, and other analyses that are relied upon by policymakers and practitioners to improve education and student outcomes. Reporting directly to the Director of Reporting Services, this position translates complex data into timely, policy-relevant, actionable insights.
Position Duties
- Reporting & Visualization: Design, develop, and maintain, high-impact interactive reports and dashboards that translate complex data into concise, policy-relevant insights.
- Legislatively Mandated Reports and Dashboards: Design, develop, and maintain high-quality reports and dashboards required under state statute that fulfill all reporting requirements and are completed by required deadlines. Completes special projects requested by the Director of Reporting Services.
- Data Requests and Data Analyses: Fulfill general data requests and data request and analyses that support state and federal reporting requirement for other state agencies and institutions.
- Advanced Analytics: Leverage statistical and data visualization software to streamline coding, construct data sets, transform complex variables, and apply analytical best practices to workflows.
- Data Privacy & Governance: Rigorously review all Center output to ensure strict compliance with state/federal privacy laws and data suppression and redaction requirements.
- Representation & Stakeholder Management: Represent the MLDS Center at legislative hearings, agency meetings, and professional conferences..
Minimum Qualifications
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : Six years of administrative staff or professional work.

- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Selective Qualifications
Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.
Two or more years of designing, developing, and/or maintaining high-impact interactive reports, presentations, policy reports, and/or dashboards that translate complex data into concise, policy-relevant insights using Power Bi, Stata, PowerPoint or similar presentation, visualization or statistical software.
Desired Or Preferred Qualifications
- Master’s degree or higher in Public Policy or similar field
- Ability to initiate, plan and direct research projects using large data sets, ideally education or labor market data.
- Knowledge and understanding, at the expert level of proficiency, of standard research methodology and principles.
- Ability to organize and present complex findings and recommendations from reports to both technical and non-technical audiences.
- Proficient in Power BI and Stata or similar software.
- At least 1 year experience creating data visualizations, ideally with a focus on education or labor market data.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
