Our client is seeking a Program Quality Assurance Analyst is starting August 31, 2026, to August 30, 2028. This role is onsite in Winnipeg.
- 2. BACKGROUND
- Manitoba is seeking resource(s) to augment Information Technology project teams. Building upon years of experience working with the contingent labour model, Manitoba has evolved its model to streamline the resource selection, onboarding, and resource management processes. This request strives to accomplish the following:
- • Minimize Manitoba’s administrative burden for the selection of resource(s);
- • Ensure resource efforts can be directly correlated to outcomes as committed through the selection process;
- • Ensure individual resources are ,and remain, qualified to perform the work discussed; and
- • Ensure costs paid by Manitoba are reasonable and based on advancing project outcomes.
- To that end, the proposal includes the following high-level principles (details outlined in the following sections):
- • Manitoba expects the proponent to pre-screen resources and follow the submission guidelines outlined herein;
- • Manitoba expects the proponent to technically and professional support the resource as it relates to industry and best practices specific to the resource domain;
- • Manitoba will provide process and technology training when unique to Manitoba but expects the resource to acquire and maintain relevant industry and general skills necessary for the work. For greater certainty, Manitoba will not pay for time required to upskilling or reskilling; and
- • Manitoba will not pay for repeated rework or unreasonable amounts of unproductive time.
The Program Quality Assurance Analyst is responsible for ensuring projects and program deliverables meet established quality standards, governance requirements, and organizational methodologies throughout the project lifecycle. This role conducts quality reviews, audits, and compliance assessments, while monitoring quality metrics, risks, and corrective actions to promote successful project outcomes. Working closely with project teams and stakeholders, the Analyst provides guidance on quality practices, supports continuous process improvement initiatives, and helps ensure deliverables are complete, accurate, and aligned with business and regulatory requirements. The position plays a key role in fostering a culture of quality, accountability, and continuous improvement across projects and programs.
7. SERVICES AND DELIVERABLES
7.2 Standard working hours for the resource will be in accordance with Manitoba usual working hours of 8.30 am to 4.30 pm CST (7.25 hours per day), Monday to Friday. Manitoba offices are closed on all Manitoba statutory holidays, and these days will be unpaid. Manitoba at its sole discretion may decide that at certain times extended working hours are needed to meet project deadlines. But extended working hours are to cover exceptional circumstances and may not be available during the entire duration of the engagement with the proponent’s resource. Overtime work cannot be used and billed unless approved by Manitoba with an advanced written approval.
7.3 The Successful Service Provider is to provide a cell phone to its resource at its own cost.
7.8 Services to be provided:

- Quality Planning and Assurance
- • Develop and maintain project quality assurance checklists, standards, and procedures.
- • Ensure project activities comply with organizational policies, methodologies, and quality standards.
- • Define quality metrics, acceptance criteria, and performance indicators for project deliverables.
- • Participate in project planning activities to incorporate quality requirements early in the project lifecycle.
- • Identify quality risks and recommend mitigation strategies.
- Quality Reviews and Audits
- • Conduct quality assurance reviews of project documentation, deliverables, and processes.
- • Perform regular project audits to assess compliance with governance, methodologies, and established standards.
- • Review project artifacts including business requirements, design documents, test plans, user stories, and training materials.
- • Monitor adherence to project management frameworks such as Agile, Waterfall, or Hybrid methodologies.
- • Document audit findings and track corrective actions to completion.
- Monitoring and Reporting
- • Monitor project quality metrics and key performance indicators (KPIs).
- • Analyze quality-related trends and identify opportunities for improvement.
- • Prepare and present quality assurance reports to project teams, management, and stakeholders.
- • Escalate quality concerns, risks, and non-compliance issues when necessary.
- • Maintain quality dashboards and reporting tools.
- Process Improvement
- • Identify inefficiencies and gaps in project delivery processes.
- • Recommend and implement continuous improvement initiatives to enhance project quality.
- • Support the development and refinement of quality assurance frameworks, templates, and best practices.
- • Facilitate lessons learned sessions and incorporate findings into future projects.
- • Promote a culture of quality and continuous improvement across project teams.
- Stakeholder Collaboration
- • Work closely with project managers, business analysts, technical teams, vendors, and stakeholders to ensure quality expectations are understood and met.
- • Provide guidance and coaching on quality standards, policies, and procedures.
- • Participate in project governance meetings, status updates, and quality review sessions.
- • Collaborate with testing teams to ensure defects, issues, and risks are effectively managed.
- • Support stakeholder acceptance and quality sign-off processes.
- Risk and Compliance Management
- • Assess project risks related to quality, compliance, and process adherence.
- • Ensure projects comply with applicable regulatory, security, privacy, and organizational requirements.
- • Monitor implementation of corrective and preventive actions.
- • Verify that issue resolution activities meet defined quality standards.
- • Maintain audit trails and supporting documentation for compliance purposes.
- Documentation Management
- • Review and validate project documentation for completeness, accuracy, consistency, and traceability.
- • Ensure document version control and record management practices are followed.
- • Maintain quality assurance records, audit logs, and review documentation.
- • Support the development of project standards, templates, and procedural documentation.

- 8. SKILL REQUIREMENTS/QUALIFICATIONS
- 8.1 A clean criminal record check status will be required at the proponent’s expense prior to the successful Service Provider Resource(s) arriving onsite or working remotely. Maintaining a clean status is required throughout the Proponents contract. An enhanced background check, completed by Manitoba may be required on certain projects due to the confidentiality of the materials shared to the Proponent. If the proponent fails, they must rectify on their own cost and time.
- The following are minimum qualifications and/or experience for the delivery of the Services.
- The Resource must have the following minimum qualifications or experience:
- • Post-secondary education in Business Administration, Project Management, Public Administration, Information Technology, or a related field. An equivalent combination of education and experience may be considered.
- • 5 years experience in program and project quality assurance, project management, business analysis, or governance roles.
- • Knowledge of project management methodologies (Agile, Waterfall, Hybrid).
- • Experience supporting or participating in project management, quality assurance, audit, compliance, governance, or continuous improvement activities.
- • Strong understanding of quality management principles and frameworks.
- • Strong analytical, reporting, and problem-solving skills.
- • Excellent communication and stakeholder management abilities.
- • Strong attention to detail and ability to ensure accuracy, consistency, and completeness of project documentation and deliverables.
- • Proficiency with project management and reporting tools (e.g., Azure DevOps, Jira, Microsoft Project, Power BI, Microsoft 365).
