- The Project Controls & Compliance Analyst provides project, program, and compliance support for federally funded infrastructure and capital improvement projects. This role supports Project and Program Managers in the planning, execution, monitoring, reporting, and closeout of projects while ensuring compliance with applicable federal, state, and organizational requirements, including Davis-Bacon and Related Acts (DBRA) requirements where applicable.
- The successful candidate will be responsible for analyzing project performance, monitoring cost and schedule metrics, maintaining project management systems, developing project procedures, and preparing reports that support informed decision-making across multiple projects and programs. The analyst serves as a key resource in project setup, budgeting, scheduling, forecasting, performance monitoring, and compliance oversight throughout the entire project lifecycle.
- Essential Duties and Responsibilities
- Project Controls & Performance Monitoring
- Monitor and analyze project and program performance against approved budgets, schedules, milestones, and performance objectives.
- Prepare timely and accurate reports, dashboards, and presentations for Project and Program Managers.
- Track project progress and identify potential schedule delays, cost variances, risks, and performance issues.
- Support project forecasting, budgeting, resource planning, and cost control activities.
- Develop and maintain project schedules, budgets, and performance tracking tools.
- Project Management Support
- Support projects through all phases of the project lifecycle, including planning, scoping, budgeting, scheduling, design, procurement, construction, commissioning, closeout, and operational transition.
- Configure, maintain, and utilize project management information systems and reporting tools.
- Assist in establishing project baselines and performance measurement methodologies.
- Coordinate project documentation, records management, and reporting requirements.
- Develop and document project and program procedures, workflows, and controls.
- Compliance & Reporting
- Support compliance with federally funded project requirements, including Davis-Bacon and Related Acts (DBRA) reporting and oversight requirements when applicable.
- Ensure project teams comply with reporting obligations, documentation requirements, and established project controls procedures.
- Review project data for completeness, accuracy, and consistency before submission to management and stakeholders.
- Support audits, compliance reviews, and program monitoring activities.
- Maintain records and supporting documentation required for federal funding compliance.
- Stakeholder Support
- Collaborate with project managers, engineers, construction managers, consultants, contractors, and client stakeholders.
- Provide analytical support and recommendations to improve project performance and reporting accuracy.
- Participate in project status meetings and communicate project performance metrics and findings.
- Support continuous improvement initiatives related to project controls, reporting processes, and compliance procedures.
- Required Qualifications
- Bachelor's degree in Business Administration, Project Management, Engineering, Construction Management, Finance, Public Administration, or a related field.
- Minimum of 3 years of experience supporting projects, programs, project controls, scheduling, cost management, or program administration.
- Experience with project management methodologies and project lifecycle management.
- Experience preparing project performance reports, schedules, budgets, and analytical documentation.
- Strong analytical, organizational, and problem-solving skills.
- Proficiency with Microsoft Office Suite, including advanced Excel skills.
- Strong written and verbal communication skills.
- Preferred Qualifications
- Experience supporting federally funded projects.
- Working knowledge of Davis-Bacon and Related Acts (DBRA) requirements.
- Experience with capital improvement, infrastructure, engineering, utility, transportation, or construction projects.
- Experience using project management and scheduling tools such as Microsoft Project, Primavera P6, Power BI, SharePoint, or similar systems.
- Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or related certification preferred.
- Experience supporting multiple concurrent projects and stakeholders.
- Knowledge, Skills, and Abilities
- Knowledge of project controls principles, cost management, scheduling, and performance measurement.
- Ability to analyze large datasets and translate findings into actionable recommendations.
- Strong attention to detail and commitment to data accuracy.
- Ability to interpret contracts, policies, procedures, and compliance requirements.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong interpersonal and stakeholder management skills.
- Work Environment
- This position may operate in a hybrid office environment with occasional travel to project sites, meetings, or client facilities as required. The role may support multiple projects and programs simultaneously within a federally funded project portfolio.
