Short Summary about Job:

The Principal Business Analyst – Cost Controls serves as a Senior Advisor to senior DOE/NNSA management and is responsible for the execution, development, implementation, maintenance, and accountability of total project controls, financial analysis, and estimating applications. This is a highly autonomous, expert-level role focused on providing strategic guidance on complex project control, financial analysis, and planning and scheduling activities across the full lifecycle of large, complex programs. The position also carries government compliance responsibilities related to Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and related government contractor accounting obligations. Up to 2 days of telework per week may be available upon approval. No security clearance is required.

  • Required Qualifications
  • Master’s degree in business, construction management, engineering, or a related field and 15 years of practical experience; OR
  • Bachelor’s degree (B.A. or B.S.) in business, construction management, engineering, or a related field and 18 years of practical experience; OR
  • Associate’s degree and 20 years of practical experience; OR
  • High school diploma and 22 years of relevant experience.
  • Expert proficiency in automated accounting, cost management, scheduling, and estimating systems.
  • Strong personal computer skills with considerable practical experience using site business and financial systems.
  • Demonstrated ability to develop project baseline plans, milestone schedules, work breakdown structures, and spend plans.
  • Expert-level working knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and Generally Accepted Accounting Principles (GAAP).
  • Proven experience negotiating complex FAR and CAS issues with government agencies.
  • Previous experience working with the Defense Contract Audit Agency (DCAA), Government Accountability Office (GAO), Office of Inspector General (OIG), or similar government auditing entities.
  • Ability to work independently without access to direct supervision; strong self-management and problem-solving skills required.
  • Preferred Qualifications
  • 8+ years of government contractor accounting compliance experience.
  • Experience supporting DOE, NNSA, or other federal agency project controls and financial analysis programs.
  • Familiarity with site business systems and DOE/NNSA financial reporting requirements.

Miscellaneous/Additional Information:

  • Responsibilities include, but are not limited to:
  • Provide strategic advice to senior and executive management on highly complex project control, financial, and planning and scheduling activities.
  • Lead preparation and presentation of financial and project information to senior and executive management in appropriate formats.
  • Conduct complex, multi-disciplinary financial and technical analysis; develop innovative strategies to enable early achievement of milestones.
  • Perform risk analyses and provide decision authority for defining and approving corrective actions while establishing priorities.
  • Apply and analyze accounting principles and practices as they relate to FAR, DEAR, and CAS; provide guidance to internal and external stakeholders.
  • Assist in preparation of the Cost Accounting Standards Board (CASB) Disclosure Statement and Incurred Cost Submission.
  • Plan, organize, and coordinate government compliance activities to meet established objectives and schedules.
  • Maintain effective communication with DOE/NNSA, government auditors, internal management, and internal audit functions on financial matters.
  • Provide technical and administrative direction, coaching, and training to a team of project controls, financial analysts, and planning and scheduling specialists.
  • Identify and recommend process improvements; participate in working groups and cross-functional projects.
  • Maintain working knowledge of site business system functionality and advise on potential improvements.
  • Perform general accounting responsibilities as directed by the CFO organization.

A 40-hour work week is scheduled utilizing various shift structures (5/8s, 4/10s, or 9/80s). This is a part-time position. Overtime may be expected at times to meet deliverables at the discretion of the Manager. Up to 2 days of telework per week may be authorized upon CFO leadership approval. No travel is planned for this position.
