Description/Deliverables

Client is seeking the services of an experienced Decision Support Administrator under

the working title of the Power Business Intelligence (BI) Developer. The Candidate will be required to

successfully complete tasks in relation to the Scope of Work defined in Section 2.3.

The Power BI Developer will design, build, secure, and operationalize analytic solutions on Microsoft

Power BI and Azure Synapse Analytics to deliver trusted, timely insights from the Department Enterprise

Data Warehouse and related Department systems. The role spans semantic model design, report

development, governance, performance optimization, and deployment lifecycle management, with strict

adherence to Criminal Justice Information Services (CJIS), Health Insurance Portability and Accountability

Act (HIPAA), and agency data-governance policies. The duties and responsibilities of this position are as

Report, Dashboard, and Semantic Model Development

Design star schema tabular models that consume Silver and Gold datasets, defining clear facts,

dimensions, hierarchies, and relationships that reflect business rules and formal audit needs;

Develop performant Data Analysis Expressions (DAX) measures, calculation logic, key performance

indicators (KPIs), and reusable measure templates to ensure consistent reporting standards across

the enterprise;

Build user-centric, accessible Power BI reports and dashboards, incorporating advanced features like

drill-through, bookmarks, tooltips, and parameterized views tailored for both operational and

leadership audiences;

Implement robust Power Query/M transformations during model preparation while strictly respecting

upstream cleansing and data lineage standards defined by the Data Warehouse team; and

Support paginated reporting pipelines when required to fulfill regulatory mandates or operational print

workflows.

Governance, Security, and Compliance

Implement Row Level Security (RLS) and Object Level Security (OLS) aligned to CJIS and HIPAA

requirements, agency retention rules, and OIT governance decisions, while thoroughly documenting

access matrices and test coverage;

Administer workspace roles and dataset permissions, ensuring full alignment with the M365

Government Community Cloud (GCC) licensing posture for Power BI Pro and Premium;

Partner with security and data governance teams to register datasets, lineage, and classifications,

leveraging Microsoft Purview where applicable for cataloging, policy awareness, and consumer trust;

and

Embed strict internal controls for audit logging, data refresh auditing, and change tracking per OIT and

program compliance standards.

Performance Engineering and Reliability

Optimize dataset size, entity relationships, and measure logic by utilizing composite models,

aggregations, and Incremental Refresh where appropriate to strictly meet agreed-upon service levels;

Target, monitor, and continuously improve report render times and dataset refresh performance to

adhere to defined service level agreements (SLAs); and

Collaborate with the Data Warehouse team on distributed processing choices that directly impact

DirectQuery, Direct Lake, and Import modes to ensure optimal capacity utilization and cost-efficient

infrastructure management.

Deployment Lifecycle and DevOps

Use Power BI Deployment Pipelines and Azure DevOps for versioning, environment promotion

Development and Production (DEV/PROD), approvals, and rollback strategies; and

Automate refresh schedules, key vault secrets, service principals, and Continuous Integration and

Continuous Delivery (CI/CD) checks consistent with OIT change and incident management processes.

Collaboration and Stakeholder Engagement

Work closely with Data Owners, stewards, analysts, Project Management Office (PMO), and

Information Security (InfoSec) to translate business use cases into governed analytics, participating

actively in Data Owners and Governance meetings as scheduled; and

Provide coaching and knowledge transfer to Super Users and report developers within the Bureau of

Research and Data and other stakeholder groups.

Documentation and Best Practices

Maintain model documentation, DAX catalogs, data dictionaries, lineage notes, RLS and OLS

matrices, refresh schedules, and standard operating procedures (SOPs);

Publish workspace governance guides, report accessibility standards, and User Acceptance Testing

(UAT) scripts consistent with OIT documentation frameworks;

Contribute to the enterprise data catalog in Microsoft Purview and to SharePoint knowledge bases

with versioned artifacts linked directly to Correctional Information Management System (CIMS)

datasets and interfaces.

NOTE: This position is designated as essential staff and is expected to report for duty when instructed

to do so in times of emergency or potential emergency as required by rule 33-208.002 (4), Florida

Administrative Code (F.A.C.)

Requirements/Qualifications

The Department is seeking a full-time, on-site Power BI Developer throughout the PO term of this RFQ. The

positions' required qualifications and preferred qualifications are described in Sections 4.1 and

4.2 and must be verifiable in the Candidate s resume.

NOTE: Any successful Candidate with access to the Department's network is required to complete the

Department's Security Awareness Training within 30 calendar days of hire.

4.1. Required Qualifications

A bachelor s degree from an accredited college or university in Computer Science, Information Systems,

or other related field is required. Alternatively, equivalent work experience can be substituted for the

educational requirement on a year-for-year basis, when applicable.

The Department requires the following experience, skills, and knowledge for this position:

A minimum of five (5) years of experience in business intelligence or analytics, including three (3)

years building Power BI solutions at an enterprise scale;

Expert DAX and strong Power Query and M skills syntax, backed by deep tabular modeling experience

and Structured Query Language (SQL) proficiency across complex datasets;

Proven experience implementing RLS, OLS, workspace governance, and secure sharing protocols in

highly regulated environments (CJIS and HIPAA);

Experience with Deployment Pipelines, Azure DevOps, and environment promotion within GCC

tenants, alongside a solid familiarity with Premium capacities and licensing considerations; and

Exceptional collaboration skills to engage data engineers, stewards, PMO, InfoSec, and business

stakeholders effectively across OIT and program teams.

NOTE: In addition to the above list, the selected Candidate must successfully complete a Level II

Background Check.

4.2. Preferred Qualifications

The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this

Position

Expertise in BI technologies (e.g., Microsoft Certified: Power BI Data Analyst Associate [PL-300]),

Fabric Analytics Engineer Associate [DP-600], Azure Data Engineer [DP-203], and Azure

Fundamentals [AZ-900];

Hands-on experience with Azure Synapse Analytics workloads, including Power BI integrations, Data

Warehousing, Lakehouse architectures, and Synapse integration pathways;

Practical familiarity with Microsoft Purview for automated enterprise cataloging, classification, and

lineage tracking; and

Exposure to performance engineering at scale, including composite models, aggregations,

Incremental Refresh (IR) policies, and formal data governance processes.
