The Oracle Fusion Project Portfolio Management (PPM) Business System Analyst (BSA) Role is an intersection of finance, research, grant administration, project management, and IT. For the Oracle Grants module, the role serves as the functional point of contact, ensuring the system accurately captures the lifecycle of an award from the initial sponsor contract through final financial reporting and closeout. The position focuses on oversight, reporting, and compliance within an Oracle Cloud Fusion environment.
Core Responsibilities
Serve as the Primary Subject Matter Expert (SME) for Oracle Grants Accounting (OGA) and its integration with Project Financials, Project Costing, Project Billing, and General Ledger.
Develop and maintain a comprehensive reporting suite (using OTBI or BIP) to monitor grant performance, burn rates, and compliance health.
- Partner with the Office of Contracts, Compliance and Finance to streamline the Post-Award lifecycle, reducing manual data entry and improving accuracy.
- Ensure system configurations align with Uniform Guidance (2 CFR 200), sponsor-specific terms, and internal audit controls.
- Familiarity with data upload into Oracle with FBDI and ADFDIs.
- Effectively schedule, coordinate, and lead meetings with end-user business divisions for data collection, analysis, and cleansing.
- Lead the cleansing and migration of project data during upgrades or acquisitions to maintain historical integrity.
- Experience in creating UAT (User Acceptance Testing) scripts specifically designed to test limits and controls.
Technical & Professional Requirements
- Minimum 5+ years of experience with Oracle Project Portfolio Management (PPM), with at least 3 years specifically in the Grants Management module.
- Deep understanding of award creation, budget versions, revenue recognition, sponsor invoicing, and award closeout.
- Experience managing the flow of data between Grants and sub-ledgers (Accounts Payable, Procurement, and Payroll/Labor Distribution).
- Advanced Reporting Tools: Proficiency in Oracle Transactional Business Intelligence (OTBI) and BI Publisher to create real-time dashboards for Principal Investigators (PIs) and Department Heads.
- Ability to perform complex data analyses for data reconciliation and catch-all reporting to identify unbilled costs or overspent awards.
Coordination & Soft Skills
- Experience acting as a bridge between technical IT teams and non-technical finance/compliance staff.
- Proven track record of testing system upgrades, patch testing (quarterly updates), and new feature implementations.
- Ability to troubleshoot complex problems to provide workable solutions.
Qualifications & Experience
Education
Bachelor’s degree in management information systems (MIS), Finance, Accounting, or a related field. Master's degree preferred.
