Business Analyst – Medicare Technology

• Position Overview
• We are seeking a Business Analyst to translate Medicare business needs and strategic priorities into clear, actionable technology requirements. Working closely with the Business Solutions Lead and cross-functional partners, this individual will lead requirements gathering and documentation throughout the software development lifecycle.

The ideal candidate combines Medicare business knowledge with strong analytical, communication, and requirements-management skills.

• Key Responsibilities
• Partner with business and technology stakeholders to understand Medicare strategies, processes, challenges, and desired outcomes.
• Lead the discovery, development, and documentation of functional and non-functional requirements.
• Translate complex business needs into clear requirements, user stories, process flows, and acceptance criteria.
• Manage requirements and project documentation within Jira.
• Facilitate requirements-gathering sessions and help stakeholders clarify priorities.
• Identify opportunities to simplify and standardize complex processes.
• Analyze the impact of proposed changes across systems, applications, and business operations.
• Support development and delivery teams throughout the project lifecycle by answering questions and refining requirements.
• Participate in Agile ceremonies, including backlog refinement, sprint planning, reviews, and retrospectives.
• Manage multiple priorities while maintaining accurate, timely documentation.
• Communicate project needs, decisions, risks, and dependencies to business and technical stakeholders.

• Required Qualifications
• Medicare business knowledge and experience supporting Medicare-related initiatives.
• Experience defining, documenting, and managing functional and non-functional requirements.
• Working knowledge of system architecture and application portfolios.
• Experience using Jira for requirements management, user stories, or prototyping.
• Understanding of the software development lifecycle and delivery methodologies such as Agile, Scrum, iterative development, or OWF.
• Strong analytical thinking and problem-solving skills.
• Ability to simplify and clearly communicate complex concepts and processes.
• Strong written and verbal communication skills.
• Ability to manage competing priorities in a fast-paced environment.

• Education and Experience
• Candidates must meet one of the following:
• Bachelor’s degree and at least two years of information technology experience;
• Technical certification and/or college coursework and at least four years of information technology experience; or
• At least six years of information technology experience.
