Description of Position: The Management and Program Analyst serves as the primary integrator and operational coordinator within the J5 Chief of Staff office. This role ensures directorate-wide synchronization of strategy, fiscal planning, and program execution, directly supporting the J5 Director (O-8), Deputies (O-7), and Chief of Staff in fulfilling USSPACECOM’s Unified Command Plan (UCP) missions.
Position Responsibilities:
- Strategic Advising: Serve as the principal advisor to the J5 Director and senior leaders on program impacts, national/international policies, and strategic UCP objectives.
- Program & Team Leadership: Direct day-to-day programmatic operations and managing workload execution for a diverse team of military, civilian, and contractor personnel.
- Advanced Operational Analysis: Lead high-visibility, large-scale studies using advanced analytical methodologies to resolve complex capability gaps and operational inefficiencies.
- Cross-DoD Coordination: Draft, coordinate, and brief strategic plans and policy across USSPACECOM, Joint Staff, OSD, and interagency/international partners.
- Strategic & Fiscal Planning: Drive long-term organizational, budget, and contingency planning to ensure space operations capabilities meet Combatant Commander requirements.
- Executive Support: Prepare command leadership for high-level daily engagements and produce critical decision-support documentation, staff packages, and briefings.
- Systems & Information Management: Oversee directorate ETMS2 (Enterprise Task Management Software Solution) operations, knowledge management, and records to ensure continuity for rotating senior staff.
Desired Skills/Expertise:
- Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as advocating future concepts; mission capability needs; program management; special operations, etc.
- Knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
- Knowledge of the application of program expertise as it applies to assigned programs and assigned missions within the directorate. Ability to apply quantitative techniques and develop, adapt, modify and apply models to solve problems or define and clarify alternative solutions for management.
- Skill in designing and conducting comprehensive analysis and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
- Ability to plan, organize, and negotiate effectively with senior leaders, analysts and management to accept and implement recommendations and changes, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
- Ability to organize and lead teams tasked to originate new ideas, projects, and methodologies. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
Conditions of Employment:
- Must be able to obtain and maintain a TS/SCI Security Clearance
- Position requires drug testing
- Occasional travel away from regular duty location may be required.
- May be required to work irregular duty hours including evenings, weekends, and/or holidays.
