  • Position Summary
  • The Deputy Program Manager / Senior Financial Management Business Analyst will support the Program Manager in the day-to-day management, coordination, and oversight of program activities while serving as the lead for financial management support. This position will provide leadership and subject matter expertise across Federal IT financial management, budget planning and execution, spend plan management, Interagency Agreements (IAAs), financial reporting, funding analysis, and financial data management.
  • Key Responsibilities
  • Serve as Deputy Program Manager and support overall program execution, coordination, and day-to-day management.
  • Provide leadership and direction to Financial Management Business Analysts and supporting personnel.
  • Act on behalf of the Program Manager for designated meetings, activities, and coordination efforts as assigned.
  • Assist with management of staffing, workload assignments, priorities, schedules, milestones, and deliverables.
  • Coordinate activities across financial management, capital planning, portfolio management, acquisition, and program management functions.
  • Support development of monthly work plans, status reports, performance reports, accomplishment reports, and management briefings.
  • Monitor program risks, issues, action items, dependencies, and schedules and coordinate appropriate follow-up and resolution.
  • Support transition, onboarding, knowledge transfer, staffing, and continuity activities.
  • Perform quality reviews of financial and program deliverables prior to customer submission.
  • Lead annual and multi-year IT budget planning, formulation, execution, monitoring, and analysis.
  • Oversee development, maintenance, validation, and execution of IT spend plans.
  • Monitor funding availability, execution, redistribution, and emerging funding requirements.
  • Track and analyze commitments, obligations, accruals, actual expenditures, and planned spending.
  • Identify financial variances, funding risks, shortfalls, discrepancies, and emerging financial issues.
  • Oversee preparation, processing, monitoring, and execution of Interagency Agreements (IAAs).
  • Support requisitions, grants, funding actions, and other financial transactions.
  • Support Working Capital Fund, Greenbook, IAA, and other applicable funding activities.
  • Monitor financial actions and coordinate follow-up with budget, acquisition, program, and financial stakeholders.
  • Lead monthly budget reporting, financial reporting, IAA statistics, and other recurring financial deliverables.
  • Develop and monitor financial and operational key performance indicators (KPIs).
  • Calculate and analyze cost variances and other financial performance measures.
  • Lead financial reconciliations across spend plans, requisitions, IAAs, commitments, obligations, accruals, and actual expenditures.
  • Review financial information for accuracy, completeness, consistency, and proper supporting documentation.
  • Lead responses to recurring and ad hoc financial data calls.
  • Support financial audits and coordinate preparation of supporting documentation, records, and analyses.
  • Oversee timely and accurate updates to financial databases, reporting systems, trackers, and repositories.
  • Maintain organized, accurate, and audit-ready financial records and supporting documentation.
  • Develop financial analyses, recommendations, and decision-support information for management and customer leadership.
  • Prepare executive-level financial and program briefings, presentations, reports, and status updates.
  • Mentor and provide technical guidance to supporting analysts.
  • Identify opportunities to improve financial processes, reporting, data quality, internal controls, and operational efficiency.
  • Ensure program and financial deliverables are completed accurately and within established schedules.
  • Protect sensitive financial, program, and customer information in accordance with applicable requirements.
  • Perform other duties and responsibilities as assigned in support of program and organizational requirements.
  • Qualifications
  • Minimum 5+ years of Federal IT financial management experience.
  • Experience leading financial analysts, teams, or financial management workstreams.
  • Strong knowledge of Federal budgeting, financial planning, budget execution, and financial reporting.
  • Experience supporting IT spend plans and multi-year budget requirements.
  • Experience with commitments, obligations, accruals, actuals, requisitions, IAAs, and funding actions.
  • Experience supporting complex shared-cost financial environments.
  • Experience preparing financial reports, KPIs, cost variance analyses, and executive-level reporting.
  • Experience supporting program or project management activities in a Federal environment.
  • Ability to manage multiple priorities, personnel, deliverables, schedules, risks, and customer requirements.
  • Strong leadership, analytical, organizational, and problem-solving skills.
  • Strong proficiency with Microsoft Excel and Microsoft Office applications.
  • Excellent written and verbal communication skills with the ability to effectively interface with senior leadership and cross-functional stakeholders.
