Data Center Energy Regulatory Analyst

Our data centers are the foundation upon which our rapidly scaling infrastructure efficiently operates to deliver our innovative services. Meta is seeking an experienced, organized and self-motivated individual to support the tracking, analysis, and engagement in electric utility regulatory proceedings in jurisdictions where Meta has existing data centers or is considering developing new data centers.In this role, you will be a key contributor to Meta's energy team, specifically supporting Meta's technical participation in regulatory dockets and utility stakeholder processes at state public utilities commissions or regional transmission organizations on issues related to reliability, interconnection process, energy rates, new tariffs, access for customers to secure clean and renewable energy, or long term utility resource planning. Your responsibilities will include: reviewing, monitoring, and tracking regulatory proceedings, evaluating and documenting impacts of various electric utility proposals on Meta's operations, and supporting the development and mobilization of Meta's external engagement strategies. In this role you will work closely with a cross functional team including members of Meta's energy, legal, site development, and policy organizations.

Data Center Energy Regulatory Analyst Responsibilities:

• Review, track, analyze, and summarize utility regulatory proceedings including general rate cases, changes in customer obligations to secure retail service agreements, utility resource planning and procurement, new tariff proposals, etc
• Support the development of Meta's responses to regulatory dockets and represent Meta's priorities in those dockets, including with commissions, trade organizations and in multi-company joint interventions
• Lead the initial review of commission regulatory proposals and evaluate the potential impacts of those proposals on Meta's operations, data center development plans, and sustainability goals, and ensure consistent policy positions across the Meta fleet
• Build and maintain relationships with internal partners including energy managers, energy program managers, energy analysts, site selection, legal, policy, and other departments
• Implement processes to optimize commission regulatory docket identification, tracking, and reporting
• Lead communication and deliverables between internal stakeholders and consultants
• Support the execution of overarching and site-specific energy infrastructure strategies for Meta's data centers
• Support and participate in various ad-hoc energy initiatives for Meta and its energy program, driving successful outcomes and delivering value to the organization

Minimum Qualifications:

• Bachelor's degree in business, engineering, environmental, or other related discipline
• Experience with utility regulatory proceedings and processes, regional transmission organizations, and energy market fundamentals and dynamics
• Experience analyzing and interpreting utility proposals, including rate or other tariff changes, green tariffs, and/or utility resource planning dockets
• Strong communications skills, and an ability to develop and maintain partnerships with internal stakeholders
• Experience in building cross-functional relationships
• Intermediate MS Office (Excel and PowerPoint) and G-Suite (Google Docs, Google Slides, Google Sheets)

Preferred Qualifications:

• Bachelor's degree in business, engineering, environmental science, economics, public policy, or a related discipline
• 5+ years of experience with an electric utility, state regulatory commission, RTO/ISO, energy supplier, energy consultancy, renewable-energy developer, financial institution, or comparable field. (A directly relevant advanced degree — JD, MBA, MPP, or MS in a related field — may offset ~2 years.)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Track record of influencing cross-functional stakeholders and external bodies (commissions, trade organizations, consultants) without direct authority
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Experience interpreting novel, jurisdiction-specific proposals and anticipating second-order impacts under regulatory uncertainty
• Move to RESPONSIBILITIES section, or rewrite as: "Experience serving as a single point of accountability for evaluating how utility regulatory proposals affect data center operations and development plans."
• Demonstrated experience independently leading analysis and strategy in utility regulatory proceedings (general rate cases, tariff/green-tariff proposals, resource planning, interconnection dockets) with minimal oversight
• Proven ability to evaluate and translate complex utility proposals into business, cost, reliability, and sustainability impacts for a large organization
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience designing or improving processes for regulatory tracking, reporting, or stakeholder engagement
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Experience ensuring consistent policy positions across an entire data center fleet
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Strong written and verbal communication, including experience representing an organization in external regulatory or stakeholder settings

$104,000/year to $155,000/year + bonus + equity + benefits

Compensation details listed in this posting reflect the base hourly rate, monthly rate, or annual salary only, and do not include bonus, equity or sales incentives, if applicable.
