- Job Title: Business Analyst
- Location: Columbia, SC 29201
- Work Arrangement: Hybrid – 3 days onsite and 2 days remote
- Contract Duration: 12 months
- Key Responsibilities
- Serve as the liaison between business program teams and the IT organization.
- Evaluate agency business needs, current processes, future-state processes, and proposed technical designs.
- Facilitate requirements-gathering sessions with multiple business and technical stakeholders.
- Elicit, analyze, document, validate, and manage detailed business and functional requirements.
- Translate high-level business requirements into clear functional specifications for technical teams.
- Document business rules, use cases, data requirements, process flows, requirements, and business models.
- Research business rules and requirements by reviewing laws, regulations, policies, and procedural documents.
- Analyze business operations to identify weaknesses, improvement opportunities, and potential areas for automation.
- Support business process redesign and documentation related to new technologies and system enhancements.
- Maintain business rules, requirements, and business models in a centralized repository.
- Participate in requirements management activities, including change control, version control, traceability, tracking, and status reporting.
- Provide requirements interpretation and guidance to development, technical, and testing teams.
- Manage changes to functional specifications throughout the project lifecycle.
- Facilitate communication and agreements between business teams and IT teams from initial requirements through implementation.
- Identify project risks, issues, dependencies, and action items and assist with developing appropriate solutions.
- Analyze data requirements, data relationships, and system interactions.
- Interact with vendors, state and federal agencies, healthcare providers, beneficiaries, and other internal and external stakeholders.
- Provide recommendations regarding build-versus-buy decisions when appropriate.
- Perform additional project-related business analysis responsibilities as assigned.
- Required Skills and Experience
- Bachelor's degree in a technical, business, healthcare, or related field.
- Minimum 1 year of business analysis experience involving IBM Cúram software.
- Minimum 1 year of experience supporting government IT projects as a Business Analyst or in a closely related role.
- Minimum 1 year of experience eliciting, researching, mining, analyzing, and documenting business rules and business processes.
- Minimum 2 years of experience with Medicaid eligibility, healthcare insurance, or a closely related healthcare domain.
- Knowledge of formal business process documentation methods.
- Experience writing business requirements, functional requirements, and use cases.
- Experience gathering process and requirements information through stakeholder interviews.
- Experience reviewing laws, regulations, policies, and procedural documents to identify business requirements.
- Understanding of business modeling techniques and graphical process-flow tools.
- Excellent written and verbal communication skills.
- Strong English-language proficiency.
- Ability to communicate effectively with executive management, line management, project managers, technical teams, and business stakeholders.
