Role: CAPPS HR and PY Human Resources and Mainframe Analyst (PeopleSoft HCM 9.2)

Location: Austin, TX (Hybrid)

Duration: Long Term

Responsibilities

  • Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
  • Responsible for functional HR expertise, including, but not limited to:
  • Workforce Administration
  • TAM/CG
  • HR Security Set-up and row-level security
  • Interpret and apply state statutes, HR policies, and labor regulations
  • Responsible for functional configuration skills, including, but not limited to:
  • Setting up tables (job codes, positions, departments, compensation, etc.)
  • Understanding HR business units, Set IDs, and Table structures
  • Configuring workflow (AWE-Approval Workflow Engine)
  • Creating queries using PS/Query and SAP Business Objects
  • Responsible for ensuring CAPPS adheres to the Family Medical Leave Act (FMLA), including, but not limited to:
  • Defining and refining FMLA plans and entitlements
  • Customizing appropriate leave types
  • Ensuring module integration with Payroll and the Time and Labor modules
  • Assisting with compliance reporting and auditing
  • Responsible for technical skillsets for applicable tools, including, but not limited to:
  • Understanding Application Designer (records, fields, pages, components)
  • Integration Broker (Web Services, REST/SOAP Integrations)
  • SQR and BI Publisher report customization
  • SQL Proficiency
  • Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements
  • Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information.
  • Responsible for tools and environment knowledge, including, but not limited to:
  • PUM (PeopleSoft Update Manager) and Change Assistant
  • Fluid UI changes and page navigation
  • Lifecycle management and selective adoption
  • Elasticsearch/Search Framework
  • Data migration and compare reports
  • Responsible for Position Management, including, but not limited to:
  • Troubleshoot position management issues
  • Maintain and update position data
  • Analyze downstream impact
  • Support workflow troubleshooting
  • Validate configuration settings
  • Perform data fixes
  • Assist with audit and compliance checks
  • Support integrations
  • User guidance and training support
  • Regression testing and upgrades
  • Documentation creation and maintenance
  • Responsible for mainframe support, including, but not limited to:
  • Incident resolution
  • Analyze abends (application or batch job failures) and determine root causes
  • Review logs, Job Control Language (JCL), console messages, SQL codes, and error dumps.
  • Job and batch monitoring
  • Validate upstream and downstream dependencies.
  • Ensure production environments remain stable and performant.
  • Application support and analysis
  • Understand the business functionality of the mainframe applications.
  • Validate that changes to JCL, batch streams, or configurations work as intended.
  • Documentation and knowledge management
  • Work with cross functional teams during incidents (infra, DBAs, network, app dev all in the CPA Information Technology Division).
  • Participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CPA mainframe systems.
  • Compiling and analyzing mainframe datasets needed for historical employee information, Per Print file investigation, and staging test data.
  • Performing employee- and agency-level entries and table updates in SPRS, including new entitlements or deductions.
  • Supporting CPA mainframe systems by serving as the ACR Coordinator for system changes, ensuring proper documentation and coordination.
  • Coordinating CPA mainframe environment refreshes, validating post-refresh system integrity, and ensuring proper synchronization across dependent systems.
  • Responsible for cross-functional collaboration, including, but not limited to:
  • Strong problem-solving and troubleshooting
  • Ability to interpret the State of Texas HR policies into system configuration and code modifications
  • Requirements gathering for applicable break/fix or system enhancements
  • Documentation and testing (UAT, regression testing)
  • Incident management in systems like ServiceNow and BOSSDesk, with the ability to keep multiple systems synchronized with timely updates
  • Communication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendor.
  • Understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.).
  • Providing structured cross-training to support junior analyst capability growth.
  • Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
  • Responsible for project-level coordination and participation, including, but not limited to:
  • Expansions that include additional module implementations or enhancements for agencies
  • Cyclic processes such as fiscal year-end, State of Texas legislative changes, federal mandates, and third-party integrations.
  • Performs all duties following CPA s processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
  • Responsible for providing functional support for the CAPPS HR/PY applications, and shall be a point of contact for CAPPS agencies as applicable.
  • Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned. Functional configurations include, but are not limited to, PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
  • Performs all duties following CPA s processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
  • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
  • Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
  • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks. Established processes and procedures must be followed.
  • Responsible for validating that only accurate data is produced, security, including multi-tenancy, is enforced, that the system performs efficiently, and that all applicable policies are enforced.
  • Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
  • Actively participates in CPA s Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
  • Participates in Disaster Recovery and Upgrade Testing activities.
  • Makes presentations at CAPPS User Groups and the CAPPS Steering Committee.
  • Participates as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS. Any enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implemented.

  • Minimum Requirements

Required Experience

  • 8+ years of experience working directly for or supporting a Texas State Government agency.
  • 8+ years of experience supporting the PeopleSoft HCM 9.2 HR module.
  • 8+ years of extensive knowledge and understanding of State of Texas policies and procedures.
  • 8+ years of experience with federal labor laws and their application in enterprise systems.
  • 8+ years of experience preparing WCAG 2.1-compliant materials and documentation.
  • 8+ years of experience performing functional project management activities in support of the CPA CAPPS program.
  • 8+ years of experience interpreting contractual language, integrating requirements into daily workflows, and holding vendors accountable to contractual obligations.
  • 8+ years of experience with data integration, data quality management, and SDLC processes and methodologies.
  • 3+ years of experience supporting CAPPS Central production and expansion activities for 100+ agencies and 5+ Hub instances.
  • 3+ years of experience participating in Fiscal Year-End processes related to reorganizational changes and legislative mandates for CPA mainframe systems.
  • 3+ years of experience compiling mainframe datasets for historical employee information, Per Print file investigations, and test data staging.
  • 3+ years of experience performing employee and agency-level updates for new entitlements and deductions in SPRS.
  • 3+ years of experience supporting CPA mainframe systems as an ACR Coordinator for system changes.
  • 3+ years of experience coordinating CPA mainframe environment refreshes.
  • 3+ years of experience applying ITIL principles and practices, including IT Service Management (ITSM) and IT Asset Management (ITAM).

Preferred Experience

  • 4+ years of experience supporting the FMLA module and managing FMLA balances for all plan types within the CAPPS system.
  • 4+ years of experience participating in Fiscal Year-End processes for reorganizational changes and legislative mandates in CAPPS.
  • 4+ years of experience supporting CAPPS mass salary action processing for state agencies.
  • 4+ years of experience performing customer-facing responsibilities for CAPPS expansion initiatives supporting Central and Hub agencies.
  • 4+ years of experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services integration between state agencies.
  • 4+ years of experience performing SQL activities to keep CAPPS and SPRS systems synchronized.
  • 4+ years of experience supporting CPA's legacy Statewide Financial Systems production environments.
