  • Duration: 12-month Contract (with possible extensions up to 5 years)
  • Pay Range: $70.32 – $73.55 per hour

***Candidates must be willing to work on our W-2. Due to federal contract requirements, only U.S. Citizens can be considered for this position. This role requires you to work on a hybrid basis with onsite 1 to 2 days per week at the client's Vancouver, WA office.**

The Business Systems Analyst 3 (N-IT) supports the effective integration of business processes, technology, system requirements, and compliance practices across complex organizational environments. It combines technical analysis, process improvement, system documentation, change management, and regulatory support to help ensure systems and processes are reliable, well documented, secure, and aligned with operational needs. Success in this position requires strong analytical and communication skills, the ability to work across technical and business functions, and a practical understanding of system development, configuration management, and compliance requirements.

  • Position Responsibilities
  • Support business process, system change management, configuration management, and organizational compliance requirements.
  • Analyze system infrastructure, functional requirements, and technical capabilities to support system acquisitions and technology decisions.
  • Develop and review system and software specifications to ensure requirements are complete, accurate, and adequately documented.
  • Translate business and technical requirements into hardware, software, system, and manual operational components using appropriate modeling and analysis techniques.
  • Review application and information system designs, including test plans, procedures, interface requirements, and development plans, to ensure alignment with project requirements.
  • Validate configuration management processes and requirements traceability through version releases, system documentation, operation, and maintenance.
  • Develop, test, install, and document programs and system components in accordance with applicable standards.
  • Monitor system performance, consult with system users to identify and resolve issues, and recommend adjustments or future improvements.
  • Develop technical concepts, designs, reports, studies, system documentation, and recommendations to support planning and management decisions.
  • Develop, document, and implement business processes and procedures, including system modeling, process rollouts, training materials, and organizational change activities.
  • Develop and maintain processes, procedures, training materials, and documentation supporting applicable cybersecurity, reliability, regulatory, reporting, and audit requirements.
  • Provide quality assurance and compliance oversight, support certification and audit activities, and communicate effectively with management, stakeholders, and technical teams.
  • Position Requirements
  • Education & Corresponding Experience
  • A degree in Business Administration, Business Management, Accounting, Computer Science, Organizational Development, or a closely related field is preferred.
  • With an applicable Bachelor's degree, 8 yrs of experience is required.
  • With an applicable Associate's degree, 10 years of experience is required.
  • Without an applicable degree, 12 years of experience is required.
  • Experience should be direct work experience and knowledge of analysis and change management principles and methodologies with a solid understanding of how analytics and change management support the change process and how individuals experience and navigate transitions.
  • Required Technical Skills & Experience
  • At least 5 years of experience in all aspects of the software development lifecycle for a high availability environment.
  • 3 plus years of experience in the use of change and configuration management tools/systems.
  • 3 plus years of experience in compliance and/or audit support.
  • 1 year experience with process development and roll-out.
  • Minimum 3 years of experience performing systems/requirements analysis on enterprise applications utilizing Java/JEE and/or .NET (.NET Core/ASP.NET) architectures.
  • Demonstrated ability to analyze and map data structures (XML, JSON) and test application endpoints (APIs) using tools like Postman within Java/.NET environments.
  • Experience or familiarity with North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) standards, NIST SP 800-53, or Federal Information Security Modernization Act (FISMA) compliance frameworks.
  • Experience working with systems in an Control Center, SCADA, or energy/utility Operational Technology (OT) network environment, where "always-on" high availability is mandatory.
  • Experience assisting in the design, testing, or documentation of Disaster Recovery (DR) and Business Continuity (BC) plans for critical IT/OT systems.
  • Technical & Professional Certifications:
  • CBAP (Certified Business Analysis Professional) – IIBA
  • PMI-PBA (PMI Professional in Business Analysis)
  • CISA (Certified Information Systems Auditor) – ISACA
  • CompTIA Security+ or CISSP (Associate)
  • Atlassian Suite (Jira & Confluence)
  • Azure DevOps (ADO)
  • Power BI / Tableau
  • Preferred Skills & Experience
  • Knowledge of and experience working with:
  • Software development Lifecycle methodologies
  • Demonstrated ability to act as a principal liaison between business stakeholders, cyber security teams, system administrators, and software developers to translate complex technical requirements into business impacts and vice versa.
  • Proven track record of drafting high-quality, professional technical documentation, including System Requirements Specifications (SRS), Standard Operating Procedures (SOPs), system design documents, and user manuals.
