• Job Overview
• We are looking for an experienced Business Systems Analyst (BSA) with strong 340B Drug Pricing Program and rebate experience to support healthcare and pharmaceutical business initiatives. The ideal candidate will have hands-on experience gathering requirements, analyzing 340B rebate processes, translating business needs into functional requirements, and working closely with business, technology, pharmacy, and compliance stakeholders.
• The 340B Program involves complex pricing, claims, eligibility, rebate, and compliance processes, making direct 340B rebate experience highly preferred/required for this role. HRSA's current 340B rebate model emphasizes transaction-level verification, eligible claims validation, rebate processing, and prevention of duplicate discounts.

• Key Responsibilities
• Work with business stakeholders to gather, document, and analyze requirements related to 340B rebate programs and healthcare drug pricing.
• Analyze current and future-state 340B rebate business processes, workflows, and system integrations.
• Translate business requirements into detailed functional requirements, user stories, process flows, and acceptance criteria.
• Support requirements related to 340B claims, rebate eligibility, pricing, validation, reconciliation, and reporting.
• Analyze business rules around 340B eligibility, duplicate discounts, claims validation, and rebate calculations.
• Collaborate with product owners, developers, QA teams, data analysts, pharmacy stakeholders, and compliance teams.
• Perform data analysis and reconciliation to identify discrepancies in rebate, pricing, and claims data.
• Create process documentation, business rules, functional specifications, and data mapping documents.
• Participate in Agile ceremonies including backlog refinement, sprint planning, daily stand-ups, demos, and retrospectives.
• Support testing activities, including test scenario development, UAT, defect analysis, and business validation.
• Identify gaps between existing systems and future-state 340B rebate requirements.
• Work with technical teams to understand APIs, data feeds, interfaces, and downstream system impacts.
• Support reporting and analytics requirements related to 340B transactions and rebate performance.
• Ensure requirements align with applicable 340B program rules, healthcare processes, and compliance requirements.

• Required Skills
• 7+ years of Business Analyst / Business Systems Analyst experience.
• Hands-on 340B experience is required, preferably with direct 340B rebate experience.
• Strong understanding of the 340B Drug Pricing Program, covered entities, drug pricing, claims, rebates, and program compliance.
• Experience with 340B rebate processing, reconciliation, validation, or related drug pricing workflows.
• Strong requirements gathering and business process analysis skills.
• Experience creating BRDs, FRDs, user stories, process flows, and acceptance criteria.
• Strong data analysis and reconciliation experience.
• Experience working with healthcare, pharmaceutical, pharmacy benefit, or life sciences systems.
• Experience working with Agile/Scrum teams.
• Strong SQL/data querying skills preferred.
• Experience with APIs, data integrations, and enterprise applications.
• Excellent communication and stakeholder management skills.

Preferred Experience

• Experience with 340B rebate models / rebate processing.
• Experience with HRSA/OPA 340B requirements and compliance.
• Knowledge of 340B ceiling pricing, AMP, URA, NDC, covered entities, contract pharmacies, and duplicate discount concepts.
• Experience with pharmaceutical manufacturers, healthcare providers, specialty pharmacies, or healthcare technology organizations.
• Experience working with claims, pharmacy, pricing, or rebate data.
• Knowledge of healthcare data standards and integrations.
• Experience with Jira, Confluence, Visio/Lucidchart, or similar tools.
