Business System Analyst

We are seeking an experienced Business/Systems Analyst to support a large-scale federal platform modernization program. This is a technical analyst role focused on bridging business requirements with system architecture, integrations, data flows, and software delivery. The program is modernizing an existing legacy platform while keeping the current environment operational. The Business/Systems Analyst will work closely with business stakeholders, federal users, developers, architects, Product Owners, Scrum Masters, and vendors to understand business needs and translate them into clear technical and functional requirements.

• Key Responsibilities
• Gather, analyze, document, and validate business and system requirements.
• Translate business needs into functional requirements, technical requirements, user stories, acceptance criteria, and process flows.
• Analyze workflows and data movement between interconnected systems.
• Support API and system integration requirements, including interfaces, data exchanges, system dependencies, and handoffs.
• Work with technical teams to understand how new capabilities will integrate with existing legacy systems.
• Develop current-state and future-state workflows and identify impacts associated with modernization.
• Participate in backlog grooming, sprint planning, requirements reviews, design discussions, testing, UAT, defect triage, and release readiness.
• Maintain requirements documentation, traceability matrices, process flows, decision logs, and other project artifacts.
• Work across multiple Agile/Scrum teams, vendors, architects, and federal stakeholders to ensure requirements remain aligned with the overall platform architecture.
• Identify requirements gaps, integration issues, data concerns, and potential risks and help drive them toward resolution.

• Required Qualifications
• Bachelor’s degree.
• 8+ years of experience in Business Analysis, Systems Analysis, requirements management, systems engineering, IT modernization, or a related area.
• Strong experience gathering and documenting technical and functional requirements.
• Experience supporting system integrations, APIs, interfaces, or data exchanges.
• Experience with legacy system or platform modernization projects.
• Understanding of the Software Development Life Cycle (SDLC).
• Experience working in Agile/Scrum development environments.
• Ability to communicate effectively with both highly technical teams and business stakeholders.
• Experience creating user stories, acceptance criteria, process flows, requirements documentation, and traceability.
• Familiarity with tools such as Jira, Azure DevOps, Confluence, Visio/Lucidchart, and SharePoint.
• Ability to obtain and maintain a Federal Public Trust.
